Exploration and Development Uganda Limited (TEPU), CNOOC Uganda
Limited (CUL) and the Government of Uganda have discovered crude oil in
the Lake Albert area and want to develop and build an oil pipeline to
connect production from the Kingfisher area to Buliisa-Nwoya area of
crude oil is exported to the international market.
The East
African Crude Oil Pipeline (EACOP) project is part of the Lake Albert
Development Project, a 1,443-kilometer transnational long-distance
pipeline development project that can transport crude oil from Uganda
to Tanga Port on the east coast of Tanzania .
The EACOP system
is divided into three components, above ground installations (AGIs),
pipelines and offshore storage terminals (MST).The above ground
installation (AGI) consists of 6 pumping stations (PS-1 to PS-6) and 2
pressure reducing stations (PRS-1 and PRS-2) along the pipeline route.
The
pipeline consists of 1,443 kilometers of 24-inch continuous heated
export pipelines, connecting the Kibaale hub pumping station (PS-1) in
the Hoima region of Uganda and the Tanga region storage reservoir in
Tanzania . The pipeline includes all intermediate valve chambers ,
electric heat tracing (EHT) systems, high voltage distribution (HV) and
fiber optic (FO) cables and related equipment, as well as the EHT
substation.

Job Requirements:

6.Those with experience in petroleum pipeline related industries are preferred.
7.Priority given to personnel with HSK5 level certificate or above.

Quality Supervisor

Position: Quality Supervisor
Job Description:
- Maintain
all Quality Control functions for the project, including planning of
Quality and control inspections and preparation of quality reports,
responsible to report to the QA/QC Manger on regular basis. - Control corrective actions and do the proper Root Cause Analysis.
- Control
and assign Quality Inspectors as required as per the project scope and
demand. Monitor inspections progress, review inspector’s reports and
documentation and keep the track of records, maintain log sheets, and
make sure that all the requirements have been met and that the required
quality records have been compiled and kept its records both (hard
& soft-copies). - Monitor day to day activities and organize
toolbox meetings/monthly training programs where violation/gaps are
observed during quality work activities. - Handles and
facilitates the implementation of OMS and QA/OC activities during the
Engineering Phase of the PROJECT; including the performance of quality
checks on relevant engineering output documents and deliverable. 7.
Prepares, maintains and updates this EQP and other documented
information related to quality and ensures that these documents are
consistently and effectively implemented. - Leads and supervises
the internal audit team and/participates in the internal audit of the
CONTRACTOR; assessing the performance of the QMS within the engineering
SOW; and coordinates with external auditing parties (e.g.Certification
Body) in carrying out external audits. - Handles and communicates
all reported non-conformity, feedback and complaints from any
interested parties related to the quality of engineering services,
outputs and deliverables; and ensures that it is processed and closed
out according to corrective action procedure. - Coordinates with
other disciplines and functions within the engineering team in matters
related to the status, progress and achievement of the specified
quality objectives related to engineering.

Job Requirements:

2.Minimum
of 3 years’ experience required a similar role on large scale
Construction projects, preferably in Oil & Gas or other similar
projects, Specially in Pipeline.

Position: Journey Management And Security Control Room Coordinator
EACOP
runs 1,443km from Kabaale, Hoima district in Uganda, to the Chongoleani
Peninsula near Tanga Port in Tanzania. 80% of the pipeline is in
Tanzania. It is a buried thermally insulated 24″ pipeline along with
six pumping stations (two in Uganda and four in Tanzania) ending at
Tanga with a Terminal and Jetty.

onto tankers The Journey Management & Security Control Room
Coordinator will play a crucial role in ensuring the safe and efficient
planning, execution, and monitoring of journeys taken by our employees,
vehicles, and equipment, as well as the monitoring of security
communications and CCTV systems. The ideal candidate will have a strong
understanding of logistics, safety protocols, and regulatory
compliance. This role requires excellent communication skills, a
proactive approach to problem-solving, and the ability to work
collaboratively with various stakeholders.
Key Responsibilities:
Journey Planning:
-
Collaborate with operational teams to plan and schedule journeys,
taking into consideration factors such as distance, travel time, rest
stops, and route optimisation. - Ensure compliance with company policies, local regulations, and safety standards while planning journeys.
- Utilise journey management software and tools to create detailed travel itineraries and share them with relevant personnel.
Safety and Compliance:
- Maintain a deep understanding of safety regulations, road conditions, and travel advisories for different regions.
- Conduct pre-journey safety assessments, ensuring that vehicles and equipment are in proper working condition.
- Verify that drivers possess valid licenses, required certifications, and adequate training to operate vehicles safely.
Monitoring and Communication:
- Monitor the progress of journeys in real time using tracking systems and communication tools.
- Address any unexpected disruptions, delays, or emergencies by coordinating with drivers and relevant teams.
- Communicate
timely updates to stakeholders, providing information about journey
status, estimated arrival times, and any changes to the itinerary. - Monitoring the security communications system, including radios, mobile phones, SMS, chat groups, etc.
- Monitoring the site CCTV system.
- Monitor
critical areas and promptly report any suspicious activities to
relevant supervisors, enhancing our ability to prevent potential
security threats.
Documentation and Reporting:
- Maintain
accurate records of journey details, including departure and arrival
times, route taken, rest periods, and any incidents. - Generate reports on journey performance, compliance metrics, and safety incidents for management review.
- Identify
trends and opportunities for improvement based on data analysis. •
Generating daily CCTV reports, including occurrences, and camera faults,
etc. - Maintaining accurate and comprehensive records of all
incidents, responses, and actions taken and providing detailed
post-incident reports for internal review and external reporting as
required
Stakeholder Collaboration:
-
Work closely with operations, logistics, and HSE (Health, Safety, and
Environment) teams to ensure seamless coordination of journeys. - Liaise with external partners, such as transportation providers and regulatory authorities, as needed.
Emergency & Incident Response:
- Respond
promptly to emergency situations, incidents, and crises and coordinate
all necessary actions to mitigate and resolve them effectively. - Ensuring that all emergency and incident response activities adhere to relevant regulations, laws, and industry standards.
- Conducting
in-depth reviews of incidents to analyse their root causes, the
effectiveness of response efforts, and identifying areas for improvement
to enhance future incident response strategies. - Ensure
continuous coverage of the Security Control Room (SCR), never leaving it
unattended, thereby maintaining an unwavering eye on security
operations. - Maintain strict confidentiality of all incidents viewed on
Confidentiality and Support:
- CCTV
and provide support to the security management team during internal
investigations while safeguarding the confidentiality of information.

Qualifications and Requirements:
