Project Officer (WASH)

Position Summary:
The
Project Officer (WASH), under operational and technical guidance of the
Programs Manager, is responsible for ensuring proper implementation of
QC’s projects. The Project Officer (WASH) oversees field operations and
ensures effective and timely completion of activities, delivery of
quality outputs and achievement of outcomes with maximum impact for
beneficiaries. The Project Officer (WASH) supervises the project staff
in day to day management of all aspects of the project and liaises with
relevant internal departments and external partners and project
stakeholders.

Position Duties and Responsibilities:

  • Manage
    the implementation of the WASH projects to guarantee that scope,
    budget, time and quality are in accordance to the different project
    specifications, donor requirements, and QC rules and regulations.
  • Contribute to the development and execution of the WASH
    strategy/response plan for QC in alignment with the overall emergency
    response plan of the organization.
  • Ensure that the project(s)
    activities under responsibility meet their intended scope, time and
    budget as per the project’s work plan as designed by the Programs
    Manager and inform of any delay or workaround required for timely
    completion of activities.
  • Provide necessary information and
    documentation to the Programs Manager for the preparation of project
    proposals and/or for QC to contact potential donors. Actively assist in
    the coordination of donor visits. Contribute to contingency planning for
    possible WASH emergency response if required.
  • Lead the design
    process and oversee compliance of technical specifications for the
    implementation of the required WASH infrastructure and services to
    guarantee the quality of the output and alignment to international and
    national standards and donor requirements.
  • Ensure sound
    financial management through the monitoring of project(s) budget
    according to internal and donor requirements. Adhere to the guidelines
    provided by the programs manager regarding the use of budget lines for
    the project(s) activities.
  • Mentor, coach, and manage Field
    Project Officers (WASH) and the staff under supervision; support the
    performance evaluations, oversee and help to resolve team conflicts.
    Ensure that adequate and relevant capacity building is provided to the
    members of the team.
  • Plan and supervise the project(s)
    procurements in line with approved by the Programs Manager
    specifications or BoQs, working in close coordination with the
    procurement and logistics unit to ensure that the required materials and
    items are procured and delivered to the respective sites in a timely
    manner. Follow up the schedule with contractors and prepare and sign
    completion certificates. Work closely with the administrative units of
    QC to ensure adequate contracts management, close-out procedures and
    final payments to the contractors.
  • In coordination with the
    Programs Manager, actively liaise with the WASH Cluster, other WASH
    agencies, government authorities/entities and any other relevant
    stakeholder to ensure that QC WASH activities are coordinated to avoid
    duplication, violation of national regulations or contravention of
    operational agreements set by the humanitarian community at the country
    level. Ensure that all relevant permits and authorizations are obtained
    from the local authorities to guarantee project stability and good
    relations with the local government.
  • Under the direction of the
    Programs Manager, coordinate the implementation of activities with QC
    support units and ensure that inter-sectoral activities/approaches are
    planned and coordinated with the respective units/programs.
  • Maintain effective and active communication with all the stakeholders.
    Make sure that the relevant and necessary information is transmitted in a
    timely manner upstream to the Programs Manager and downstream to the
    members of the WASH team under supervision.
  • Monitor the project
    implementation by performing regular visits to the areas of operation
    and record relevant data for further analysis. Ensure that all the
    project data and information is archived and shared appropriately.
    Prepare and submit regular progress reports to the Programs Manager
    indicating progress, constraints and requirements for project
    completion.
  • Contribute to ensuring that cross-cutting issues
    are integrated into the WASH programming, such as GBV, Accountability to
    Affected Populations (AAP), Environment and other cross-cutting issues
    of relevance.

Job Requirement: (Education and Qualification)

  • Civil
    Engineering, Chemical Engineering, Mechanical Engineering,
    Environmental Engineering, Geology or a related field from an accredited
    academic institution
  • Professional experience 2 years.
  • Computer skills.
  • Languages (English and Swahili) must be able to read, write and speak. Arabic is an added asset.

Job Brief
We
are seeking an Admin & HR Assistant to provide comprehensive
support in a variety of HR, administrative, and logistics functions. In
this role, you will assist the HR department with key tasks such as
posting job advertisements, updating the HR database, processing
employee requests, and managing HR-related documentation. Additionally,
you will handle office logistics, procurement, safety, legal affairs,
and asset management to ensure smooth operations.

Job Purpose:
To
plan and supervise implementation of the FSL projects in Tanzania
mainland and Zanzibar ensuring that (i) all the deliverables are
achieved in line with the budget plans and time schedules and the
regular updates and (ii) FSL program strategic priorities are being
aligned with the changing scenario in Tanzania and being updated.

Essential Job Responsibilities and Duties:

  • Strategic
    Program Planning and Designing Stay updated on the latest developments
    by donors and governments regarding Food Security and Livelihoods in
    Tanzania while ensuring that an effective representation and value
    addition is contributed on the relevant sectors.
  • Perform as the
    member of the Strategic Programming Unit of Tanzania Office with
    extra-ordinary proficiency, evidence-based programming approach while
    ensuring high level integrity, transparency and learning for development
    attitude.
  • Devise and adapt the QC strategic priorities in Food
    Security and Livelihood Program in view of the on-ground situation
    analysis, need assessments and research; with keeping a good
    understanding of the approaches of multi and bilateral donors, regional
    governments and UN agencies.
  • Lead the FSL Department staff with a
    constructive approach, to ensure high quality of program designing,
    implementation, management and learning at levels of program and Project
    cycle.
  • Ensure that CHS standards, LEGS standards (as and where
    applicable), other relevant global standards and cross cutting themes of
    child protection and gender mainstreaming are effectively incorporated
    in projects designing and are well understood by the staff.
  • Develop
    solid FSL program quality targets, indicators and tools for the
    projects and programs in view of the issues and challenges found out in
    the relevant situation analysis, need assessments and research studies
    conducted internally or externally.
  • Review and reflect the long
    term and short term FSL plans, programs and projects on periodic basis,
    ensuring participation and/or consultation from internal and external
    stakeholders with a resolve to revise programs approaches in view of the
    continuously changing geo-political scenario and its impact on the FSL
    sector for Tanzanian children, youth, men and women both in Tanzania
    mainland and Zanzibar.
  • Projects, Partners and Networking
    Develop understanding of the Qatar Charity FSL projects and programs in
    terms of overall goals, objectives, activities, budget and strategic
    alignment with the long term strategy.
  • Design and conduct need
    assessments, developing need assessment reports and develop project
    proposals in consultation with the Program Coordinator.
  • Develop
    and maintain effective high-level coordination with field teams and
    relevant staff of partner organizations to ensure that the effective
    projects and program planning is being done and regularly revised in
    view of the change of on-ground situations.
  • Ensure that
    necessary links are being developed and maintained with the external
    stakeholders and particularly with the FSL or other relevant clusters
    and the relevant government authorities.
  • Share regular project
    updates, reviews and reports with the Line Manager and other relevant
    stakeholders as per the agreed timeline;
  • Coordinate with the
    field staff ensuring that all the project related risks are regularly
    reviewed, re-identified and amicably addressed; regularly updating the
    management accordingly.
  • Develop and/or review and verify the
    work progress and financial progress reports coming from the project
    staff/partners, ensuring that the compliance with the programs and
    operational SOPs are maintained and the donor terms and conditions are
    effectively achieved;
  • Timely respond to the feedback shared by
    the MEAL Department while sharing the rectification measures taken to
    address the identified gaps; ensuring that high level of integrity,
    transparency and quality-sensitive attitude is consistently demonstrated
    in this process;
  • Coordinate with the Operations Department by
    addressing their feedback on operational compliance issues in project
    implementation wherever required;
  • Conduct periodic project
    reviews with the field teams on weekly, fortnightly and on monthly basis
    and to stay fully updated on the project performance and progress while
    settling the issues as far as possible;
  • Stay updated on the new
    need assessments, research reports published by sectoral players,
    conduct need assessments and contribute in conducting situation analysis
    as and when required;
  • Develop good capacity and become
    well-conversed on the humanitarian principles, CHS standards and other
    relevant global standards.
  • Comply with any other organizational policy, approach, decision.
  • Perform any other task assigned by the line manager.

Job Requirements:

  • A degree in Agriculture, development or any other relevant field along with a relevant experience of 3-4 years is required.
  • Project planning and management experience of 2 years.
  • Must be a Tanzanian citizen or possess the legal right to work in Tanzania.
  • Fluency in both oral and written English and Swahili is essential; Arabic will be of high advantage.
