Job Description
Role:
Consultancy to conduct a study within tea sector in Kenya and Tanzania.
Location: Kenya and Tanzania
Contract Period: part-time
Transform
Trade (TT) is a UK development charity specialising in making trade
work for the voiceless and unseen entrepreneurs, farmers, and artisans
in Africa and Asia to grow their businesses, find markets and engage
effectively in trade. TT vision is a world without poverty where all
trade is fair through equitable, people-centered, and regenerative trade
practices and systems.
Working within the Trade Justice and Climate Justice TT, trade can be a robust and sustainable solution to poverty.

In
this context, over the past two years, TT has undergone strategic
reflection and review. The strategy recognises the urgent need to make
our work count for marginalised communities and the corresponding need
for the impact. In the strategic thinking process, TT changes how it
seeks to shift the power (STP) of decisions and planning to the
communities’ organisations. The strategy support is within the following
three portfolios: Tea, small-scale agriculture, and garment sectors,
and it aims to become a grassroots investor, advocate and intermediary
that focuses on trade justice, mainly through producer organisations,
empowered workers, and climate and environmental justice.

Transform
Trade wishes to support the tea sector, specifically smallholder tea
farmers in Kenya and Tanzania. In this regard, Transform Trade intend to
undertake a study within tea sector in Kenya and Tanzania.

The
purpose of this consultancy is to conduct a study to analyse the tea
sector setup and specifically to understand the capacities of
smallholder farmer’s organisations/groups in addressing market barriers,
climate change, and policy issues

EAST AFRICA TEA SECTOR MAPPING AND CAPACITY ASSESSMENT OF SMALLHOLDERS FARMER’S ORGANISATIONS
1.0 Background information
Transform

overall objective is to conduct a mapping key actors within the tea
sector and assessing smallholders’ tea organisation capacities in Kenya
and Tanzania. The study results will pave the way for TT support in the
tea sector for trade justice in Kenya and Tanzania. The interest in
supporting the tea sectorhas been informed by TT’s newly developed
strategy and past project work in Kenya, such as ‘A FAIRCUP – Ensuring
the rights of small-scale tea farmers in Kenya’ project (2011-2015) and
the work of Tea farmers Association.

2.0 The purpose of this assignment.
This
assignment aims to analyse the tea sector setup and specifically to
understand the capacities of smallholder farmer’s organisations/groups
in addressing market barriers, climate change, and policy issues. The
specific objectives include:

  • To understand the Tea sector setup and key players in the tea value chain in the mentioned countries
  • To
    Identify smallholders’ organisation structure from the grassroots to
    the apex levels and understand how they are networked and the level of
    collaboration with other actors nationally, regionally, and globally on
    addressing market barriers and policy issues.
  • Identify the
    capacities of existing farmer’s organisations, specifically on the
    strengths and weaknesses of addressing market barriers and policy issues
    in both countries.
  • Assess smallholders’ organisation Leadership and Governance structure with rapid assessment on inclusion.
  • Identify
    and advise the areas where TT can collaborate/support farmer’s
    organisations in market barriers, policy, and climate change issues in
    the countries.

3.0 This consultancy is to assist Transform Trade to:

  • To
    understand the tea sector setup and key players of the tea business in
    both countries which will inform TT to create contacts and network with
    them .
  • Understand/identify critical stakeholders to
    engage/collaborate with and areas of support in the value chain for
    sustainable impact, specifically in market barriers, climate change, and
    policy issues.
  • Understand smallholders’ organisation setup,
    leadership and Governance structure, and their capacity, strength, and
    weakness. This information will inform TT on the leadership inclusion,
    the organizations’ capacity, and areas of support, including in the
    areas of collective voices in climate change issues, market barriers and
    policy issues.
  • To understand the capacity women and PWD
    leadership. This information will help TT to provide support that ensure
    that women and PWD leadership is strengthened. To inform TT about the
    key market barriers, climate change, and policy issues facing
    smallholder farmer’s organisations.

4.0 Scope of work.

  • Stakeholder consultations, to identify key players in the tea value chain and their role in Kenya and Tanzania.
  • Prepare
    smallholder apex tea organization’s needs assessment and advice on the
    areas of support /collaboration according to TT strategy.
  • In
    collaboration with farmers, organisations identify the key market
    barriers, climate change, and policy issues which affect farmers’ tea
    business.
  • Recommend ways of improving farmers’ organisational
    leadership and Governance and leaders’ capacities for a collective voice
    for better business returns in the value chain.
  • Recommend ways on strengthen inclusion of women and PWD in farmer organization’s leadership
  • Prepare
    a draft framework document that will define the process and guide the
    preparation of a standard action plan (SAP) on how best farmers’
    organisation can identify and mitigates market barriers, climate change
    and policy issues.

5.0 Expected outputs.

  • A document that captures the tea sector structure with critical players in the value chain and their roles in countries.
  • Report
    on smallholder farmers’ organisation leadership and Governance
    structure, organisation’s capacities, areas of engagement/support, and
    organization needs.
  • Plan on how to strengthen farmer’s
    organizational leadership and Governance, including a section on
    strengthening women and PWDs in leadership an
  • Brief report on
    how TT can collaborate/support farmer’s organisations on collective
    action in addressing market barriers, climate change and policy issues.

6.0 Minimum qualifications and skills required:
The service provider must:

  • Demonstrate experience in the agriculture sector or Agriculture donor-supported projects in East Africa.
  • Have significant experience working with smallholder farmers within East Africa.
  • Have working knowledge of the tea sector in East Africa.
  • Have strong communications kills in English and Kiswahili.
  • Have a strong network in the East Africa Tea sector.

7.0 Level of Effort, Workplan, Budget
The
service provider will propose the design of the work and the work plan
to undertake the proposed activities, including a budget covering all
related costs. While developing the work plan, the service provider
should note that Transform Trade seeks to implement this activity from
January 2023 and expects it to be completed by 28th February 2023.

8.0 Proposal Requirements
The
contract award will be based upon a “best value” determination,
considering the proposed strategy and work plan, proposed personnel,
consultant experience, and offered costs for undertaking the said
assignment. The proposal shall not exceed ten pages (excluding
appendices), organised as follows:

Technical Approach: The
proposal shall detail the assignment’s approach, including a plan of
activities, a timetable, and critical outputs the action will achieve.

Experience
of Consultant: The proposal shall briefly describe past or current
contracts for efforts similar in size and scope to this tender.
Personnel: The proposal shall briefly describe the name and
qualifications of the consultant proposed and their justified role. CVs
are to be included in an annex.

Cost/Justification: The proposal
shall set a realistic budget for this assignment, including a budget
breakdown and justification of expenses.
