The
Transboundary Cooperation for Climate Smart Agriculture (TRACCSA)
project is a collaborative initiative funded by the Euregio Tyrol /
South Tyrol / Trentino through the Province of Tyrol. Its primary goal
is to strengthen climate change awareness and resilience in border
communities across Uganda and Tanzania, specifically within Kyotera and
Missenyi districts in three bordering wards/sub-counties on each side.
In doing so, the project would like to realise substantial change
processes of the involved people by following the vision and mission of
the project. Climate Smart Agriculture is understood here as an
agriculture based on organic and/or agro-ecological principles
increasing resilience against negative impacts of climate change.
The
cross-border project was developed by Caritas MADDO and Kolping Society
Tanzania (KST) in 2025 in a very participatory manner. Differently to
Caritas MADDO, KST was not part of the prior project phases and hence an
unbalanced capacity progress can be seen. The new advisor shall bring
the desired capacity building closer to KST in the overall project
management and advance the cross-border collaboration to support the
achievement of the desired outcomes.
Your Tasks
The advisor works closely with the Kolping Society Team in the areas of:
- Supports in programme management tools to ensure efficient implementation
- Support the partners and stakeholders in coordination of the collaborative mechanisms for cross border engagements
- Enhance
the capacity of the staff in modern communication tools like MS teams,
Zoom etc that can address gender gaps in access to information - Supports the team to acquire proposal writing skills for the purpose of resource mobilisation
- Supports the partner in implementing their gender mainstreaming programme

Your ProfileĀ
- degree in Project Management, Organisational Development, Business Administration or any related field
- experience to give relevant tools and skills training, tailored to inspire project ownership and change processes
- proven
experience in project management (project Planning and execution) as
well as working with partner organisations in proposal writing - knowledge
in Climate Smart Agriculture (CSA) as understood here as an agriculture
based on organic and/or agro-ecological principles increasing
resilience is of advantage - knowledgeable in gender mainstreaming
- proficient in the use of digital tools (MS Offce, data collection, reporting)
- enthusiasm and passion for change and learning process
- culturally sensitive and adaptable, with an understanding of local contexts in the region Uganda & Tanzania
- good communication skills, both verbal and written, to convey complex concepts effectively to diverse audiences
- proficiency in Kiswahili as an added advantage

Partner Organisation
KST
(Kolping Society of Tanzania) is a church-based organization,
established in 1989 to secure the dignity of the human being through the
integral engagements of the KSTs members and groups. With men/women
being at the centre of every activity, they should be supported in
developing their abilities and talents for their own benefit and for the
common good. It has three basic tolls which are Prayer, Education and
Work. To achieve its goals, KST is organized into four departments:
Administration, Accounts, Community Development (including agriculture,
environment, livestock, and SACCOS), and Education &. The KST has a
membership of 20,245 members in 405 Local Kolping Families in 18
Dioceses in Tanzania and distributed in five Kolping Zones.Ā
KST
currently works with the German BMZ (Federal Ministry for Economic
Cooperation and Development), Brothers and Sisters in Need/ Diocese of
Innsbruck (Austria) and Kolping South Tyrol. KST has for over 10 years
worked with Weltwaerts Volunteers (via the German Ministry of Economic
Cooperation) for both North South and South North exchange. For more

Caritas
Maddo (Caritas Masaka Diocesan Development Organisation) is the local
development arm of the diocese of Masaka. Caritas Maddo supports rural
development in its numerous projects, focussing on production according
to agroecological principles and the local marketing of agricultural
products. Caritas MADDO demonstrates a great deal of entrepreneurial
spirit, works with a large network of self-organised local farmersā
groups and enjoys the trust of the local population.
Deployment siteĀ
The
assignment will be based in Bukoba town which is found in Kagera Region
of Tanzania. It is bordered by Lake Victoria in the East with Port
Bukoba which eases movement on water with a regular ship to Mwanza. It
has an upland tropical monsoon climate, mean climate is 180 C -220C,
warm, humid and mostly cloudy. Bukoba is also not far from Masaka
district in Uganda where the advisor will be needed to support the
capacities Caritas Maddo. Masaka is found South West of Kampala.
Bukoba
is a modest town with decent and safe accommodation for living not as
expensive as compared to Dar es Salam and Kampala. Shopping for food
facilities is possible, for major items one can travel to Masaka or
Kampala or even Mwanza with the ship. Both private and government health
facilities are available offering quality health care in the region.
The available schools offer the Tanzania curriculum. If one needs an
international school these can be found in other major cities like
Dodoma.
Leisure is possible with decent beaches, bars and
restaurants that can offer a fun environment. Bukoba and the surrounding
area are considered safe and everyday crime is relatively low.
Especially during the day, free movement is easily possible without any
problems. Basic safety measures should nevertheless be followed. The
