Overview

The Center on Human Trafficking Research & Outreach (CenHTRO)
is seeking a Project Director in Tanzania for a project to improve
implementation of laws, policies, and action plans to combat child labor
(CL) and to promote Acceptable Conditions of Work (ACW) in artisanal
small-scale gold mining (ASGM). The position is subject to funding of
the project by the U.S. Department of Labor Bureau of International
Labor Affairs’ (ILAB) Office of Child Labor, Forced Labor and Human
Trafficking (OCFT).

The Project Director will coordinate all
operational aspects of the project, including research logistics and
dissemination, implementing programs, policy work, stakeholder
relationships, and communication between the CenHTRO team and its
partners. The Project Director also manages the day-to-day operation of
the project and provides support to CenHTRO headquarters in meeting
reporting deadlines and regulatory requirements. The Project Director
reports to the CenHTRO Associate Director for Programs.

Qualifications

  • Must work in either Dar es Salaam or Mbeya, with the final location confirmed based on project needs.
  • Must
    have a Bachelor’s or Master’s degree in public policy, international
    development, social science, anthropology, education, environmental
    science, economics, or related field is preferred; or, ten (10) years or
    more of related work experience.
  • Minimum of five years of experience working on projects that address labor-related issues in the mining sector.
  • Minimum
    of five years of experience in project management, supervision,
    administration, and implementation of cooperative agreement and/or
    contract requirements (including meeting deadlines, achieving targets,
    budgeting, and overseeing the preparation and submission of required
    reports), preferably in the country where the project is being
    implemented.
  • Ability to maintain working relationships with all
    project stakeholders, including public, private, and civil society
    partners and effectively build partnerships between them.
  • Demonstrated
    experience working with governments, including providing technical
    assistance for strengthening implementation of National Action Plans
    against child labor, policy environments, strengthening enforcement of
    labor laws in mining communities, and/or providing education,
    livelihood, and other relevant services.
  • Excellent interpersonal skills.
  • Excellent verbal and written communication and presentation skills.
  • Exceptional organizational skills and high level of initiative.
  • Fluency in English and Swahili.

Duties/Responsibilities

  • Manages
    project team to ensure the strategic, programmatic, and technical
    integrity of the project, and to ensure performance measures are met.
  • Coordinates development of research protocols, training materials, and the collection of baseline and endline data.
  • Builds and maintains effective relationships with project stakeholders, including community, NGO, and government stakeholders.
  • Builds and maintains effective relationships with subrecipient organizations responsible for implementing project components.
  • Monitors progress towards project outcomes, including adherence to timeline and timely project reporting.
  • Conducts regular site visits in order to conduct informal observations and assessments of project activities.
  • Identifies
    and resolves current and prospective project risks, including
    activities out-of-sync with best practices or compliance according to
    award terms and conditions.
  • Tracks national, regional, and local news and/or policy developments that may impact the project.
  • Coordinates
    with CenHTRO headquarters in management of grant funds and in the
    execution and coordination of sub-awards and consultancy contracts.
  • Responsible for direct supervision of staff on Tanzania project team.
