For every child, a calling
Following
the findings and gaps established from a comprehensive national school
WASH assessment on WASH services conducted in 2018/19 by the National
Bureau Statistics with financial and technical support from UNICEF, key
sector stakeholders recommended the development of a national costed
plan of action and investment case. Responding to this call, UNICEF
engaged Oxford Policy Management (OPM) to closely work with the relevant
ministries responsible for education, school health and governance of
school to develop a national costed plan of action and investment case
for Tanzania Mainland and Zanzibar to provide the government of Tanzania
and sector partners with an evidence-based information of the economic
case for increased investment in School WASH (SWASH) services and guide
future decision making on SWASH investments and implementation at scale.
OPM successfully completed and submitted the reports which have been
validated by the Government and planned for launching later this year.
The economic analysis performed during implementation of this assignment
utilizing data from the 2015 Education Management Information System
and 2017/2018 Household Budget Survey indicate that access to adequate
WASH services in schools plays a significant role in keeping children in
school for longer. The analysis clearly demonstrates that the amount of
time a child stays in school has a significant impact on their future
earning potential. As a result of the relationship between access to
adequate WASH and effecting schooling, the analysis suggests that on
average access to the standard package1 of school WASH services could
lead to 2.5 percent increase average lifetime earnings in rural areas
and over a 4 percent increase in urban areas. The analysis further shows
the cost of action and inaction for investing or not investing in
SWASH. To ensure that the findings from the study is widely shared and
contribute to advancing the agenda for the rights of children to WASH
and education, UNICEF Tanzania is looking for an individual consultant
to review and synthesize the key findings and produce a research paper
to the specifications of a journal article or working paper.

How can you make a difference?
The
purpose of this consultancy is to support UNICEF WASH section to
synthesize the key findings from the National Costed Plan and Investment
case for WASH in schools in Tanzania with around 60 pages and produce a
research paper to the specifications of a journal article or working
paper

Knowledge/Expertise/Skills required:
Education:

  • Advanced university degree (Master’s or higher) in Economics, Development Economics, or statistics.

Experience

At least 5 years of experience in conducting data analysis and
developing research working papers/journal article (relevant
documentation required)
â–ª Excellent writing and analytical skills (of
publication standard), especially in synthesizing complex information
for multiple audiences
â–ª Communication and writing experience on Water, Sanitation and Hygiene issues desirable
â–ª
Demonstrated experience in understanding, translating, compiling, and
packaging research, data and evidence into high-quality reports for
dissemination to high level audiences on international development
issues related to UNICEF’s work
â–ª Experience in writing highly visible UNICEF results reports and documents, and with copy-diting, highly desirable

Skills and attributes
â–ª High level of analytical ability to analyze qualitative and quantitative data, including using relevant software packages;
â–ª Demonstrated ability to produce high quality, concise, analytical, and insightful reports, and presentations in English

PAYMENT SCHEDULE.
Payments
will be made upon submission and acceptance of the specified
deliverables in the table above under section TASKS, DELIVERABLE AND
TIME FRAME. UNICEF reserves the right to withhold all or portion of
payment if performance is unsatisfactory, if work/output is incomplete,
not delivered or for failure to meet deadlines.

ASSESSMENT / SELECTION PROCESS AND METHODS
Proposals
will be both technically and financially evaluated. The technical part
will carry a weight of 75%, in which the consultant will put clear
his/her technical approach to ensure quality attainment of each
deliverable and the consultancy in totality. The financial part will
carry 25% showing proposed budget breakdown of consultancy cost for each
deliverable and eventual total consultancy cost. This will make a total
of 100%.

MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit proof of medical/Health Insurance with medical evacuation coverage.

REPORTING
The consultant will work under the supervision of the Chief WASH.

LOCATION & DURATION
The consultant will work remotely/home based and will cover a period of 40 working days.
