Global
Communities is seeking an experienced Deputy Chief of Party (DCOP) for
the anticipated USAID Tanzania Regional Multi-Sectoral Nutrition
Activity. This five-year $35-40M million program will strengthen the
health and food market systems that promote adoption of optimal
nutrition-related behaviors across a range of stakeholders in targeted
regions in Tanzania. This purpose will be achieved by a) increasing the
coverage of quality nutrition services at health facilities and
community; b) improving consumption of safe, nutritious foods; and c)
increasing capacity of councils to utilize data, plan, budget, and
deliver quality nutrition services.

Under the direction of the
Chief of Party, the DCOP will provide management and strong technical
oversight of the project. We are looking for passionate, dedicated

Responsibilities
The
Deputy Chief of Party will be responsible for technical leadership of
the multisectoral nutrition program and for managing a team of senior
staff and sub-partners and ensuring quality, timeliness, and efficiency
of all products and activities generated under the project. The DCOP
will ensure that the project’s implementation and technical assistance
are aligned with its approved workplan and budget and meets quality
standards, targets, and needs of government officials, local partners,
and civil society stakeholders.

Technical Leadership:

  • Develop, adapt, oversee implementation of multisectoral nutrition
    strategies to be in line with USAID and Ministry of Health, Ministry of
    Agriculture, and PO-RALG guidelines.
  • Provide or facilitate high
    quality mentorship/coaching and capacity-building to project technical
    leads across disciplines of nutrition, health systems strengthening,
    agriculture/markets, governance, and private sector engagement.
  • Ensure
    technical quality of the program across sectors; provide the technical
    team with adequate and up-to-date technical guidelines, standard
    operating procedures, quality standards, evidence-based models, and
    other technical tools.
  • Use principles of adaptive management and
    data-driven continuous improvement processes and develop appropriate
    responses to solve challenges under tight deadlines while ensuring
    operational integrity and project impact.
  • Ensure that project technical strategies are documented, systematized, and disseminated to key partners.
  • In
    collaboration with the project’s MEL Advisor, help establish a
    monitoring system (e.g., indicators and data collection methodologies)
    to track quality and reach of program activities; ensure that lessons
    learned from project implementation inform field discourse and
    programmatic decisions at all levels and participate in the development
    and implementation of a learning agenda and research agenda for the
    project.
  • Support the development and implementation of a plan to
    actively assess and improve relevant staff technical knowledge and
    skills.
  • Develop and facilitate supportive partnerships with
    government and non-government stakeholders in the program areas and
    ensure fluid communication and close working relationships with partner
    organizations.
  • Oversee staff and partners’ planning, execution
    and documentation of project activities, ensuring timely and
    high-quality achievement of targets and deliverables.
  • Conduct
    regular site visits to observe project progress, supervise data quality
    assessments and obtain feedback from participants and stakeholders.
  • Hold
    routine project review sessions with staff and partners to assess and
    improve project performance against workplan and targets.
  • Document
    best practices and prepare communications for different audiences,
    including the general public, the Tanzanian government, donors and
    national/international conferences.

Operational Management:

  • Serve as the key point of contact for assigned financial,
    administrative and human resource matters at program level, ensuring
    optimal communication and coordination with the Chief of Party.
  • Assume the position of Chief of Party role when the COP is not available.
  • Prepare, manage and monitor budgets and other program resources.
  • Support
    the production and submission of timely, high-quality activity reports,
    financial reports, and oral presentations to USAID and other relevant
    parties, effectively and accurately communicating project progress,
    achievements, challenges, lessons learned, and utilization of funds

Qualifications

  • Master’s degree (or equivalent) in a discipline related to
    international development, public administration, international
    development, public health, nutrition, life sciences, or related field
    with a minimum of 8 years of experience managing multi-sectoral projects
    with increasing responsibilities and duties in a field related to
    nutrition; or,
  • Bachelor’s degree in a discipline related to
    international development, public administration, international
    development, public health, nutrition, life sciences, or related field
    with a minimum of 10 years of experience managing multi-sectoral
    projects with increasing responsibilities and duties in a field related
    to nutrition.
  • At least seven years of progressively increasing
    technical leadership/management responsibility, including experience
    with direct supervision of professional staff, preferably with a program
    of an equivalent size and scope.
  • Graduate degree in a related field of study (e.g., public health, medicine, nutrition).
  • Experience in Africa required, with preference for recent work in Tanzania
  • USAID experience required, and contract management experience desired;
  • Experience
    providing technical leadership and/or management support to large
    multisectoral nutrition programs strongly preferred.
  • Experience
    in using performance data for ongoing quality improvement and adaptive
    management; experience with USAID’s CLA Framework preferred.
  • Strong
    management, leadership, and governance skills within public sector,
    civil society organizations, NGOs, or multi-sector bodies to achieve
    sustainable outcomes, especially in developing countries.
  • Ability
    to develop effective working relationships with government officials,
    civil society organizations, private sector actors, implementing
    partners, international donors, and other stakeholders.
  • Proven
    ability to communicate a common vision among diverse partners and the
    ability to lead multi-disciplinary teams is required.
  • Fluency (verbal and written) in English required, Swahili preferred.
