Job Summary
REPORTING ARRANGEMENTS The Enumerators will report to the Field Coordinator/Supervisor. BACKGROUND Save the Children Tanzania in partnership with ADP Mbozi and Government of Tanzania are implementing a baseline survey for Tuwekeze Pamoja (TP) Program. TP Program is designed to improve children’s learning outcomes by providing a continuum of support for girls and boys from conception to eight years old that ensures their physical, socio- emotional, cognitive development and learning needs are met. The program aims to research and demonstrate the impact of its core interventions and the impact of additional interventions which focus on improving the broader wellbeing of children, through the reduction of violence in homes, schools and communities. TP also seeks to provide cost- effective, evidence-based solutions for young children in Songwe region of Tanzania that could be replicated and implemented at scale. The midline evaluation will target caregivers and children aged 2-3 years old, to collect data around their early care and childhood (ECCD) practices. The study will be conducted in Mbozi District, Songwe Region between 4th – 30th November 2019. We are seeking qualified and self-motivated individuals to support data collection as follows: – MAIN TASK Conduct quantitative/qualitative interviews with identified respondents in program intervention villages to assess the current situation regarding early childhood development for children in Mbozi District, Songwe Region. A senior team leader from Save the Children will supervise the survey along with the ADP Mbozi Officials. The enumerators will be trained on conducting Household based survey on early childhood development and learning as well as health research ethical issues and Child Safeguarding Policy.

Job Description

KEY RESPONSIBILITIES

  • Study and understand all instruction included in the enumerators guide and provided through the training in order
  • Conduct interviews with identified respondents
  • Coordinate with the supervisor on how to carry out the survey and to report daily work done
  • Check that material necessary to carry out the survey is sufficient and appropriate
  • Introduce yourself, explaining who you are and for who you are working in a manner that facilitates the participation of individuals in the survey;
  • Ask questions in a clear and kind manner, and ask all the questions exactly as worded:
  • Probe to clarify unclear answers;
  • Write down the answer in an ordinate and clear way, recording responses accurately;
  • Double check and revise the survey at the end of the survey in order to correct mistakes and sign off on completed surveys as verification of the accuracy of the survey.
  • Ensure adherence to the Code of Conduct for Enumerators (attached).
  • Maintain well data collection tools and survey asses including instruments, documents, notes and papers.

QUALIFICATION AND EXPERIENCE

1. At least a Bachelor’s degree in health or education related field or social science or other any relevant discipline from recognized university but with more than three years working experience with community health programs.

2. Prior experience with GPS equipment’s and tablet-based data collection and long duration fieldwork

3. Past experience in household based studies with poor and rural communities that touch on sensitive topics preferably in the key sectors of children’s health

4. Good written and verbal skills in English and Kiswahili; knowledge of local language (Kinyiha, or Kindali or Kinyamwanga) and community practices within the district/region is an added advantage.

5. Extensive knowledge in quantitative and qualitative data collection with a demonstration of good interview skills and community entry.

6. Ability to work in a team and cultivate team sprit

7. Demonstrable good track record of hardworking spirit, integrity and discipline.

8. Priority will be given to the qualified individuals who live in Mbozi District.

The incumbent will be responsible for the overall supervision of Youth and Development activities at Nyarugusu refugee camp in Kasulu District. He/She will reports to CYPD Senior Manager and will oversee the Youth and Development Officer and CYPD incentive staff.
Program Responsibilities:
  • Manage the quality implementation of youth and development activities in Nyarugusu refugee camp, ensuring adherence to donor agreement and regulations, as well as IRC Tanzania’s CYPD sector strategy.
  • Identify social needs and problems of vulnerable youth and identify appropriate responses.
  • Ensure the organization of cultural, sports and recreational activities for youth in camps, and within host communities in accordance with the program strategy.
  • Ensure particular focus is given to ASRH and HIV/AIDs issues within youth activities, liaising with Health IP in the camp and IRC GBV sector as appropriate.
  • Ensure a functioning, efficient referral system is in place for vulnerable youth with the camp.
  • Ensure the existence of safe spaces for youth within the camps, where they can express themselves freely and take on leadership roles.
  • Mobilize youth and community actors within the camps, where they can express themselves freely and take on leadership roles.
  • Mobilize youth and community actors within the camp to advocate for rights of youth and ensure the participation of youth in all stages of programming.
  • Supervise the planning and facilitation of all meetings, trainings and awareness campaigns in the youth and development sector.

  • Ensure youth and development activities as well as coordinated with those of other IRC sectors and NGOs present in the camps, including community mobilization, referral systems and creating awareness in an integrated manner.

  • At the request of the Medical Coordinator, representing MSF before third parties concerning medical issues, ensuring its good public image and the alignment with the mission interests, through regular contacts with other actors in the country, negotiating with authorities when necessary, and informing on MSF charter, values and principles
  • Participating and contributing in the definition and update of the country policy, annual plan and budgets in order to develop the projects and programmes aimed at addressing humanitarian issues at stake ensuring its efficiency and quality ( i.e. monitoring the project implementation, assisting the Project Coordinator and the medical teams in drafting the project proposal and follow up, identifying priority needs, other potential areas of action and emergency situations and collaborating and assisting in the production of medical reports)
  • Coaching, training and motivating the teams in the mission in order to align all field staff with MSF values and ethics, and ensuring their capability to carry out their job achieving MSF quality standards (i.e. induction, briefing/debriefing, training, potential detection, evaluation)
  • Collaborating, together with the logistics department and according to project needs, in the pharmacy management in order to ensure enough and quality supply of drugs and medical material (i.e. review of medical orders and monitoring of medicines consumption and stock levels of the different projects)
  • Assisting in defining and implementing the staff health and security policies for international and national staff in order to ensure its overall safety (i.e. monitors both physical and mental health state of staff, promotes compliance of all related protocols and procedures and collaborates in the update of issues regarding the security context)
  • Ensuring the Medical Coordination in the Mission and fully assuming the Medical Coordinator’s tasks and responsibilities in case of absence/gaps.

Babati Rural District is a district of Manyara Regionof Tanzania, East Africa. The administrative capital of the district is Babati town, 172 km (107 mi) south of Arusha. Lushoto, known as Wilhelmstal during the German colonial rule, is one of the eight districts of Tanga
Region in Tanzania. It is bordered to the northeast by Kenya, to the east by the Muheza District, to the northwest by the Kilimanjaro Region and to the south by the Korogwe District. The district’s capital and largest town is Lushoto.It was formerly known as Wilhelmstal (William’s Valley) and was named after Emperor Wilhelm II.

During the German colonial period from the 1890s to 1918 the area was popular with settlers, hence the German place name of Wilhelmstal. Large farms and plantations were created, and the district was valued for its pleasant mountain climate. Numerous church missions were, and remain, active.
Between 1893 and 1911 the German Ostafrikanische Eisenbahngesellschaft (East African Railway Company) constructed an important railway line starting at Tanga on the coast and passing along the Usambara Mountains with a station at Mombo, about 20 kilometers (12 mi) from Wilhelmstal, to “New” Moshi at Kilimanjaro.

The initial plan of the Usambarabahn was to connect the port of Tanga with Lake Victoria by passing south of the Usambara Mountains. This was in direct competition with parallel British efforts in colonial Kenya. From 4 June 1912 to 12 May 1913 the line was renamed Nordbahn(Northern Railway).

Pangani is a town in northeast Tanzania that lies 45 km south of Tanga, at the mouth of the Pangani River. It is the headquarters of Pangani District.
Although archaeologists have found the remains of small 15th century settlements on the bluffs just north of Pangani, the modern town came to prominence in the nineteenth century, when, under nominal Zanzibari rule, it was a major terminus of caravan routes to the deep interior. From the 1860s onward townspeople established large plantations of sugar and coconut in Mauya, along the banks of the river just west of town. The plantations were worked by slave labor, and Pangani also became an important center of the slave trade, shipping captives taken in the wars attendant on the collapse of the Shambaa kingdom in the Usambara mountains to the plantations of Pemba and Zanzibar

After the Sultan of Zanzibar signed treaties with Great Britain outlawing the ocean-going trade in slaves in 1873, Pangani became a center for smuggling slaves across the narrow channel to Pemba, in evasion of British warships.
In 1888, Pangani was the center of an armed movement to resist German colonial conquest of the entire mainland Tanzanian coast. The local leader of the resistance was Abushiri ibn Salim al-Harthi, a Swahili-speaker born in Zanzibar who owned a small estate at the suburb that now bears his name.

Abushiri was instrumental in coordinating resistance to German conquest along much of the coast. The Germans hanged him at Pangani in December 1889.
Several historical sites in and around the town serve as reminders of the strong Arabic influence and the later German and British colonial era in Tanganyika. The district boma or headquarters is the most impressive building remaining from the period of Zanzibari rule.

The Mauya plantations no longer grow sugar, but produce much coconut and betel-nut. Pangani was once a secondary center of the sisal industry, servicing sisal plantations to the north and south of town. Pangani also has a fishing industry. In recent years beach resorts north and south of the town have brought tourists. The town is a district headquarters. Its hospital draws patients from many parts of the region. Funguni Secondary School is in Pangani Town and Boza Secondary School is a short distance north.

Careers at Enabel Belgian Development Agency – Kigoma

CALL FOR APPLICATIONS FOR CONSULTANCY SERVICE
The Kingdom of Belgium through Enabel and the Government of Tanzania through the Ministry of Water, are implementing a water and sanitation project in Kigoma region. This is a 5-year project which runs through June 2022 and aims to promote provision of sustainable water supply services in the region. This intervention has three key result areas namely: 1) sustainable water supply operations and maintenance, 2) water supply scheme rehabilitation and extension and 3) promotion of safe hygiene practices in domestic water management. Under the first result area, the Water and Sanitation Kigoma Region Project (WASKIRP) is now inviting applications from suitably qualified individuals to provide professional support to the project in establishing and developing community-based water supply organizations (CBWSO), pursuant to the Water Supply and Sanitation Act (No. 5 of 2019).

Main objective of the assignment: Working with the Rural Water and Sanitation Agency (RUWASA), facilitate the establishment of 6 community-based water supply organizations and build the capacity of these to operate as professional entities in managing the operations of their respective water supply schemes.
Specific objectives: There are five specific objectives (each with a set of tasks to be accomplished) to this assignment as follows:
· Through a participatory process, establish and register CBWSOs, one in each of the 6 rural districts of Kigoma.
· Facilitate establishment of operational systems and develop the CBWSO members’ capacity to manage them.
· Working with RUWASA District Managers, analysis of financial requirements of schemes and support setting up of tariff guidelines and revenue collection system.
· Support RUWASA in developing a system for monitoring, evaluation, accountability and learning for the CBWSOs.
Duration: The assignment is for 120 days spread across a one-year period beginning as soon as possible.
Location: The assignment will be carried out in Kigoma Region, and so the consultant, if not Kigoma-based, shall be prepared to travel back and forth from their base; travel arrangements shall be agreed upon.
Qualifications: The consultant shall have the following qualifications
· A graduate (Master degree level) in social and economic sciences, and/or equivalent
· A minimum of 10 years of practical experience in community work in social development projects including water, sanitation and hygiene projects
· At least 5 years working with community-based organizations and NGOs in areas of institutional strengthening and capacity building at local government level;
· Proven experience in facilitating training workshops, coaching and nurturing newly established partnerships
· The successful candidate will provide a traceable record of relevant experience in establishing community-based including cooperative societies, community-based organizations (CBOs), Water User Associations or Community water boards or local NGOs particularly those related to water supply/WASH, public health or small-scale business entities.
