DESCRIPTION
Overview: The Global Health Supply Chain–Technical Assistance–Tanzania (GHSC-TA-TZ) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and reproductive, maternal, newborn and child health (RMNCH). In coordination with in-country and development partners, GHSC-TA-TZ assists Government of Tanzania (GoT) by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broadening stakeholders’ understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.
Job Summary: The Deputy Chief of Party (DCOP) will be located in Dar es Salaam and will serve as a liaison with USAID Tanzania, the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), the GHSC-TA-TZ home office, and all other counterparts involved in program implementation. The DCOP will provide overall program management and oversight of program operations to ensure efficiency, effectiveness, compliance and high-quality delivery of technical assistance services and deliverables. Qualifications include a minimum of eight years’ experience managing USAID or other donor funded projects, an advanced degree in public health, supply chain management, international development, or related field, and experience from multiple countries in health system strengthening, supply chain management, pharmaceutical management and/or other relevant technical area. Knowledge of private sector best practices, management information systems, health financing, performance management, innovative solutions, and USAID’s global health priorities and initiatives required. Experience working on previous USAID global supply chain projects highly desired.

This position is open to both U.S. and international applicants, thus the Position Category will be dependent on the selected applicant.

RESPONSIBILITIES

  • Build and maintain a high performing technical team, providing thought leadership and demonstrating technical expertise across a range of supply chain functional areas including but not limited to: quantification, data use and analysis, capacity building, logistics management information systems, and supply chain financing
  • Maintain strong and positive working relationships with clients and partners including USAID, MOHCDGEC, President’s Office – Regional Administration and Local Government (PO-RALG), Medical Stores Department (MSD), and others
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID, GoT, and other stakeholders
  • Identify capacity gaps within the project team and arrange for appropriate training, mentoring and coaching of project staff
  • Ensure the use of appropriate management methodologies to plan, organize, and manage resources to achieve GHSC-TA-TZ goals
  • Supervise the implementation of the project’s performance monitoring plan that includes project-wide performance measures
  • Lead change management strategies to cultivate a culture of data use across the project and within key stakeholders
  • Oversee regular data collection, data quality assessments and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
  • Develop and implement risk mitigation strategies for technical services provided by the project
  • Support the enhancement of various management information systems
  • Coordinate with relevant stakeholders to build the capacity and capability of national systems
  • Report results of the project’s work to USAID, GoT, other stakeholders, and the home office; ensure quality completion of quarterly and annual reports, and compliance with USAID reporting requirements
  • Ensure timely submission of all deliverables
  • Develop and maintain synergistic working relationships with other supply chain and governance projects funded by various development partners including USAID, Global Fund, Bill & Melinda Gates Foundation and others
  • Work with and support home office project management team to oversee and manage the project budget, provide guidance on field office projections, and provide budget inputs

Qualifications:

Minimum Year(s) of 8 years of experience managing USAID or other donor funded projects
Advanced degree in public health, supply chain management, international development, or related field

Work Experience:

Experience in health system strengthening, supply chain management, pharmaceutical management and/or other relevant technical area, in multiple countries
At least 5 years’ of experience in a developing country setting

Core Competences:

  • Demonstrated experience leading and managing the development, implementation, monitoring and evaluation of supply chain strategic planning initiatives
  • Demonstrated success developing and implementing project work plans and managing performance against objectives and timelines
  • Demonstrated success in building and leading high performing teams

Program Summary

Winrock is seeking Chief of Party (COP) candidates for an anticipated USAID-funded Water Sanitation and Hygiene (WASH)project in Tanzania. The project will apply a facilitative approach, working across government, private sector, and civil society, to strengthen availability, accessibility and reliability of WASH services. The project will foster close alliances with county governments and build their capacity for service delivery and regulation, while applying a market-driven lens to support private sector WASH service and equipment providers to deliver services to communities in Tanzania. The goal of the project is to 1) increase access to sustainable water services managed by the Rural Water Supply and Sanitation agency and urban water utilities, 2) increase access to finance for WASH, 3) strengthen the market for sanitation and hygiene products and services and 4) strengthen basin water boards and water user associations (WUA) to enhance stewardship of water resources. This position is contingent on receipt of donor funding.

Responsibilities

  • Provide overall technical leadership to strengthen sanitation and hygiene markets in Tanzania and scale sustainable models of water service delivery.
  • Facilitate and strengthen alliances with and between water governance institutions and organizations at the county, provincial and national levels.
  • Foster innovation and investment in water service delivery models and mutually accountable partnerships between private sector, county-level institutions and communities.
  • Establish and oversee a framework of building the service delivery and governance capacity of key water institutions including basin water boards and WUAs.
  • Apply adaptive management and learning approach to iteratively evaluate program results and impact. Institute adjustments to replicate and scale successful activities and course correct activities that are not yielding desired results.
  • Provide technical and administrative direction to project staff, consultants and partners, including identifying and responding to training and mentorship needs.
  • Work in close partnership with donor to ensure alignment of project with donor’s strategic goals and objectives, and application of program-wide learning and collaboration.
  • Coordinate and collaborate with host government programs and other donor projects to leverage resources and maximize results.

Other Responsibilities

Represent Winrock at meetings and events as required and keep Winrock Home Office informed regarding new opportunities in the country and region.
Champion Gender Equality and Social Inclusion (GESI) policies and Winrock’s Core Values for staff and overall project management. Coordinate regularly with GESI Specialist.

QUALIFICATIONS AND BACKGROUND:

Master’s degree required in relevant fields of study related to the sector of the project, including but not limited to business, international development, public administration/policy, water resources management, and Water, Sanitation, and Hygiene (WASH), value chain development.

Work Experience

  • At least 15 years of experience in donor-funded project management of which at least 7 years’ overseas experience with technical and/or operational issues related to a mix of WASH, sustainable water management, community and alternative livelihood development, governance and capacity building, value chain development.
  • Minimum 7 years of COP-level experience for complex ($20M USD and above) USAID-funded projects. Preferably as COP and on projects developing and strengthening markets and/or utilities.
  • An understanding of policy, economics, and market issues in the water and sanitation sectors, preferably in the Tanzania and/or East Africa context.
  • Proven ability to develop and communicate a common vision among diverse public and private partners and the ability to lead multi-disciplinary teams.
  • Experience integrating Gender Equality and Social Inclusion (GESI) into water security and livelihoods programming.

Skills

  • Technical understanding of water resource management and sanitation.
  • Knowledge of USAID policies and procedures as related to project management required.
  • Knowledge of the political, social, cultural, environmental, and development context of Tanzania strongly preferred.
  • Ability to supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences.
  • Ability to build coalitions and networks that can provide synergies and sustainable solutions for the project.
  • Must be comfortable in high-level representational role as well as interacting with beneficiaries.

Responsibilities

Attributes

Proven track record in credit operations in a very competitive environment.

Broad and detailed technical knowledge of general banking practices and procedures (including wholesale).
In-depth understanding of full range of banking business (including wholesale), market management and market segmentation i.e. “Market competent”.
Ability to quickly obtain an in-depth understanding of the bank’s strategy, operating structure and interfaces with other functions.
Preferably knowledge of competitor and local market activity.

Qualifications & Experience

Master’s degree in Finance or a related field gained from a recognized university or an accounting certification e.g. CPA/ACCA/CIMA, or at least 15 years appropriate experience in credit management with at least 5 years at a senior level in institutions recognized for good credit management. Post grad qualifications in banking is an added advantage

  • Maintain continuous cell cultures and prepare primary cells for use in virus isolation, viral passages, virus neutralization tests and immunoperoxidase monolayer assay.
  • Maintain an electronic inventory of all samples in the laboratory’ using available computer software.
  • Maintain a ledger of all reagents and supplies in the laboratory using available ledger books linked to an electronic database.
  • Develop and ensure adherence to standard operating procedures in the laboratory.
  • Ensure that all equipment are in good working condition including daily charting of refrigerators, freezers and ultralow freezers, and recording daily use of equipment.

  • Demonstrated experience overseeing monitoring, evaluation, collaboration and learning (CLA) and adaptive management;
  • Demonstrated excellent oral, written, and verbal communication abilities in English; additional skills in Swahili also desired, but not required;
  • Experience working within Tanzania or various East African countries highly desired.
