    JOB DESCRIPTION

    Solidaridad East and Central Africa (Solidaridad) is looking to recruit full-time junior key experts with expertise in horticultural and/or coffee and tea value chains for the upcoming EU Agri-Connect: Supporting value chains for shared prosperity – Technical Assistance to improve sector enablers and the business environment for tea, coffee and horticulture in Tanzania.

    Expected duration: 48 months

    Expected start: February 2020

    Project description

    The purpose of the technical assistance is to support implementation of the first component and overall coordination of the Agri-Connect programme. The programme “Agri-Connect: Supporting value chains for shared prosperity”, financed under the 11th EDF with a total envelope of EUR 100 million, contributes to two objectives of the National Indicative Programme EU-Tanzania: i) generate agricultural wealth through linking farmers to markets and value chains; and ii) improve food and nutrition security through improved access, availability, and use of food.

    The overall objective is to improve the livelihoods of smallholder farmers and other market actors in the coffee, tea and horticulture sectors through inclusive economic growth, private sector development, job creation, and improved nutrition. This will be obtained through the achievement of the following results:

    Result 1: Sector enablers and business environment improved

    Result 2: Value Chain Development for Coffee, Tea, and Horticulture

    Result 3: Rural roads conditions improved

    Result 4: Awareness and knowledge of good nutrition practices increased

    Roles description

    We are looking for a dynamic coffee expert, tea expert and 2 horticulture experts with extensive experience of agriculture value chains to strengthen our planning and ensure the successful implementation of sector development, research, value chain development, and market promotion and regulation. This is a full-time, fixed term appointment based in Tanzania.

    Key qualifications and experience

    At least 5-7 years of work experience in the agriculture supply chains, preferably in the coffee, horticulture and tea value chain interventions.
    At least 3 years of experience working on EU funded projects.
    Experience in coffee and tea (both value chains) or horticulture value chain development.
    Experience in the East Africa region (particularly in Tanzania).
    Proven experience in analysis of policy and regulatory frameworks, capacity building and training of state institutions, including government ministries, local government authorities, as well as non-state actors, including NGOs, Cooperatives and Farmers Organisations.
    Good knowledge and experience in the use of project cycle management processes and implementation of donor funded projects.
    An ability to prioritise tasks and meet multiple deadlines in a dynamic environment.
    Strong interpersonal skills, diplomatic and tact to effectively communicate.
    Good oral communication, writing and analytical skills, including development of reports, learnings and oral presentations. Proficiency in Swahili is a plus.
    Willingness to travel regularly within the region.

    Director, Private Sector Advocacy will be responsible for directing and
    monitoring TradeMark East Africa’s (TMEA’s) workstreams related to the

    and stakeholder engagement preferably in regional integration, trade
    facilitation and business environment reform and related areas).

    In
    addition, s/he will have a minimum of five years’ experience leading
    and managing programmes related to trade and regional
    integration/development co-operation in the countries in which TMEA
    operates (Burundi, Democratic Republic of Congo, Ethiopia, Kenya,
    Rwanda, South Sudan, Tanzania and Uganda).

    Your tasks

    The Team Leader is under the supervision of the Directors for Policy and Planning within Ministry of Agriculture and Ministry of Agriculture, Natural Resources, Livestock and Fisheries (MANRLF) in Zanzibar, and in coordination with the AGRI-CONNECT focal points, the NAO and EU Delegation, the Team Leader is has following tasks, among others:
    Provide leadership in the coordination and management of the TAT (both Long Term and Short Term Experts);
    Guide the team so as bring benefits to MoA and MANRLF capacity in agricultural policy analysis and planning, incorporating a private sector/business development approach;
    Provide collaborative policy research and outreach to MoA and MANRLF, combined with policy advisory and coordination activities;
    Liaise with other decision-making institutions (including MIT, Registrar of Treasury of the Ministry of Finance and Planning, the institution responsible for parastatals and boards, etc.) when reviewing and assessing laws, policies and regulations affecting the selected commodities.
    Qualification and skills
    Advanced University Degree in International Development, Economics, Business Management and Finance, Agriculture Economics, or other relevant fields;
    Fluency in English
    Fluency in Swahili considered an asset
    General professional experience
    Preferably 15 but a minimum of 10 years’ experience in managing similar agricultural development projects of similar size.
    Specific professional experience
    Private Sector/Business Development profile
    Expertise in policy and regulatory reforms, institutional capacity building
    Experience in agricultural business development programmes and public-private partnerships
    Experience in the EAC region
    Proven track records of leadership positions with capacity of guiding and supervising multidisciplinary teams
    Knowledge of principles and working methods of Project Cycle management and EC policies and aid delivery methods
    Thorough knowledge of EDF procedures
    Location information
    For all the technical assistance assignments the services shall be undertaken in Dodoma and Zanzibar Town in order to provide best support to the relevant stakeholders (Ministries). In undertaking their duties, experts may be required to travel within the country.
    Start date & period of implementation
    The intended start date is 03/02/2020 and the period of implementation of the contract will be 48 months from this date (880 man-days).

    Develop a road map proposal for policy reforms for the duration of the Programme
    Provide collaborative policy research/analysis and outreach to MoA and MANRLF, combined with policy advisory on laws and regulations affecting the subsector (selected commodities)
    Qualifications and skills
    The expert must have Advanced degree in Agriculture, Agronomy, Agricultural Economics and Agribusiness, Rural Development and or other related fields
    Fluency in English
    Fluency in Swahili considered an asset
    General professional experience
    At least 5-7 years of work experience in the agriculture sector preferably in the coffee and tea value chain interventions
    Specific professional experience
    Experience in coffee and tea value chain developmen
