I. Hierarchical Relationship:
Field Harm Reduction Advisor will report directly to the Harm Reduction
Coordinator responsible for the ACTOR-HR (Advocacy, Coordination,
Technical assistance and Operational Research in Harm Reduction)
department.
II. Global objective of the position:
The
role of the Field Harm Reduction Advisor is to provide technical
supervision of the implementation of the Rwanda Harm Reduction project
activities. To ensure the operational roll-out of the intervention
strategy, technical support, quality of treatment and relevance of harm
reduction activities, practices and information. To support the MDM
consultants and the partners’ team.
The Field Harm Reduction
Advisor will play a vital role in coordinating the project implemented
by MdM in Rwanda to “Support the establishment of Medication Assisted
Treatment in a harm reduction approach to drug use in Kigali Mental
Health Referral Center”.
The Field
Harm Reduction Advisor will be responsible to develop the guidelines,
protocols and training materials in close collaboration with MdM
technical team (i.e. technical referents from headquarter and the
consultants recruited for this project). The Field Harm Reduction
Advisor under the directions of the Harm Reduction Coordinator will be
the main focal person for communication and coordination with KMHRC on
behalf of MdM team.
III. Task and Responsibilities
The
main role of the Field Harm Reduction Advisor is to develop guidelines
and protocols required for the Technical Assistance project in
collaboration with the consultants’ team in their specialised work;
· Develop landscape analysis and literature review
· Develop harm reduction and MAT strategy for KMHRC and RBC
· Overall harm reduction and OAT service design;
·
Develop Contextualized protocol for comprehensive harm reduction
activities (including overdose management, communication and referral,
tackling stigma and discrimination against people who use/inject drugs ,
community mobilization and engagement, follow up of clients in the
treatment programs, data collection, monitoring framework etc.)
Monitoring and reporting
· Ensure that the planned activities are conducted according to the workplan and timeline
· Initiate and organize regular program review meetings as planned
· Contribute to different activity reports such as SITREP, donor reports etc
·
Prepares comprehensive reports detailing findings, recommendations, and
best practices to inform program planning and decision-making.
· Contribute to the work of capitalisation, needs analysis and impact studies.
Communication and coordination
· Manage information flows (internal and external) and communication about the programme.
· Serve as the focal person for communication with respected partners
· Participate in advocacy related activities
·
Organize regular coordination meetings with KMHRC and defined focal
persons for review and revision of guidelines, protocols, tools etc
· Coordinate the study visit for KMHRC representatives to their visit in Tanzania
· Coordinate and co-facilitate the trainings for KMHRC and other relevant personnel from Rwanda Biomedical Center and CSO(s)
· Coordinate and co-facilitate consultative meetings and workshops
Financial and logistics management
· Follow up the programme budget (with the support of finance /admin team)
·
Coordinate with consultants, KMHRC and MdM country team in Tanzania to
organize meetings, workshops and trainings preparing mission request,
terms of reference and work closely with logistic team for
transportation, accommodation and other relevant requests.
Others
·
Represent MdM in different stakeholders meeting and other activities in
Rwanda as relevant following requests of the Harm Reduction
Coordinator and the General Coordinator
· Represent the organization
in relevant community meetings, coalitions, and networks in Rwanda
focused on addressing the holistic needs of KP following requests of the
Harm Reduction Coordinator and the General Coordinator
Skills required
Main Skills

Understand the challenges for key populations, standards and frameworks
(national, international and MdM) of a response based on a harm
reduction approach
· Know the audiences and their environment
(needs, understanding, care, acceptance, relationship with the target
audiences, etc.)
· Define integrated needs, evaluate the impact of
actions, adjust them accordingly and adapt operational activities to
the constraints
· Identify, analyse, prioritise and summarise information relating to the field of activity.
· Draft and format notes, documents and/or reports relating to the specialist area
· Create and develop a network of professionals on the theme
· Work in a multi-disciplinary team

Required profile
Essential
· Medical Doctor or Nurse or any health allied science
· Bachelor degree with more than 5 years experiences in harm reduction projects for people who use / inject drugs
· Proven experience in developing guideline and trainings materials /tools and providing training
·
Proven experience in working with diverse stakeholders; CSO, Ministry
of health, key population communities, law enforcement, health care
providers etc.
· Language: Fluent English is mandatory
Desirable
· Master’s in public health is desirable
· Experience working with other key population is desirable
· Language: working knowledge of French is desirable

CUTTS Program Manager will report directly to the Harm Reduction
Coordinator responsible for the ACTOR-HR (Advocacy, Coordination,
Technical assistance and Operational Research in Harm Reduction)
department.
Global objective of the position:
The
CUTTS Program Manager will play a vital role in managing the projects
implemented by MdM in Tanzania under the thematic area harm reduction
for people who inject /use drugs (PWID and PWUD). The harm reduction
program manager will be responsible to manage the study team dedicated
to the ongoing research project CUTTS (Catalyzed the update of
underutilized tools for hepatitis C) and any other harm reduction
projects that we will have in the future as relevant and required.
This
position will require close collaboration with community-based
organizations, non-governmental organizations (NGOs), management and
healthcare providers from public health facilities, district and
regional level health departments/ disease control programs,
administrative departments and law enforcement organizations
/departments. This position will ensure continuous communication and
coordination with stakeholders for smooth operation of the activities.
Task and Responsibilities
The main role of the CUTTS Program Manager is
- To plan and manage the implementation of the harm reduction programme, translating the intervention strategy into activities
- To evaluate and adapt the harm reduction programme in accordance with its logical framework and guidelines (MDM, donors)
- To lead and manage a team, building cohesion and motivation
- Plan, organise and monitor resources (logistics, finance, HR) in collaboration with logistics and administration departments
- Contribute to the development of the intervention strategy, make proposals for adjustments
- Evaluate and implement corrective actions
- Develop
a network in collaboration with the Harm Reduction Coordinator and the
General Coordinator. Identify and evaluate the partners of the project.
CUTTS Project
Work closely with the study coordinator and the PI.
- Assists
the Harm Reduction Coordinator in timely and quality implementation of
the CUTTS Hepatitis C research project i.e. manages specifically all
activities taking place in the community, and the relations with the
local implementing partners in this project. - Collaborate closely
with the Study Coordinator in development of learning plan for the
field team on the study protocols and ensure implementation of the plan - Take initiative to propose any refresher training on the client recruitment, referral and follow up of the study participants
- Closely
monitor the performance of the implementing partners (CSOs and referral
hospital/study site for LADB and HCV/Model of care) and raise the
concern as relevant to the coordination team - Organize regular
weekly meetings with the study team to gather feedback on challenges,
take actions as relevant and further report as necessary - Facilitate regular meetings with the implementing partners especially the sub-granted CSOs
Monitoring, evaluation and reporting
- Work closely with MEAL officer;
- Monitor data collection in REDCap for CUTTS project (with the support of Study Coordinator)
- Ensure MEAL framework is in place with timely data collection
- Monitor the quality of data, analyse and monitor indicators
- Support MEAL officer in compilation of data and reporting
- Initiate and organize regular program review meetings as relevant
- Organize regular supportive supervision as relevant
- Analyse activity reports from MdM and/or partner teams
- Contribute to different activity reports such as SITREP, donor reports etc
- Prepares

- Support
Harm Reduction Coordinator in organizing coordination /stakeholder
meetings with key stakeholders such as NASCHOP, Regional Medical
Officers, Mental Health Coordinator etc. to keep updating the progress
of CUTTS and other projects as relevant and required
Team Management
- Manages the study team; i.e. outreach workers (who on their turn supervise several peer educators) and study nurses
- Facilitates effective communication and collaboration within the team, fostering a positive and inclusive work environment.
- Monitors
team performance and productivity and address any issues or challenges
that may arise; has minimum two appraisal interviews with each team
member per year - Supports the professional development of team members through regular feedback, coaching, and training opportunities.
Financial and logistics management
- Monitor the programme budget (with the support of finance /admin team) and contribute to the construction of the budget
- Support the team in preparing mission request and facilitate the communication with logistic team
- Coordinate all the logistics needs (transport etc) of the team in coordination with the Admin / LogCo.
Others
- Represent
MdM in different stakeholders meeting and other activities in Rwanda as
relevant following requests of the Harm Reduction Coordinator and the
General Coordinator - Represent the organization in relevant
community meetings, coalitions, and networks in Rwanda focused on
addressing the holistic needs of KP following requests of the Harm
Reduction Coordinator and the General Coordinator - Contribute to writing project proposals
- Replace Harm Reduction Coordinator in his/her absence to ensure the activities are maintained as planned
EMPLOYMENT CONDITIONS
- Contract Type: Fixed Duration
- Starting date ASAP.
- Job Schedule: Full time
- Location: Dar Es Salaam with frequent travels to the region.
- Probation period: Three months
- Work Hours: 8
