NOURISH Tanzania
Empowering
Smallholder Farmers for Food Security and Climate Resilience (NOURISH
Tanzania) aims to achieve resilient food security for SHF households in
key regions of Tanzania.

Tanzanian SHF households heavily
dependent on agriculture face significant food insecurity and nutrition
challenges. SHFs have low productivity due to poor quality seed, limited
and variable rainfall, poor extension services and limited access to
markets. Lack of knowledge of nutritional requirements and how to meet
them, exacerbated by gender inequalities, affects household nutrition.

The
project focuses on two geographic areas, both of which experience food
insecurity and malnutrition, but which are distinctly different: the
central-northern zone (Singida, Dodoma, Manyara) which suffers from
acute food insecurity, and Southern Highlands (Songwe, Rukwa) which
faces chronic malnutrition.

The project targets 168,000 SHFs and
100 MSMEs and farm organisations, with special emphasis on vulnerable
SHFs. With a focus on four high-potential value chains (sorghum,
sunflower, common bean, and vegetables), the project will tackle
barriers to SHF food security through three interconnected outcome
pathways:
1) Increased productivity: strengthening SHF climate-smart agricultural knowledge, skills, and access to inputs and finance.
2)
Increased and diversified food supply to local markets: fostering
collaborations among market actors, promoting digital solutions, and
empowering SHFs and MSMEs.
3) Improved utilization of household
resources to provide nutritious and diverse food: promoting nutritious
diets, household food budgeting, and enabling women to have greater
influence in HH decisions.

Job Description
The Team
Leader will take responsibility for the implementation of project
activities and achievement of the project objectives. He/ she will form,
lead and inspire the project team, develop collaborative relationships
with partners and colleague organisations, work closely with Government
counterparts and be the primary point of contact with the donor, NORAD.

The
Team Leader will have overall responsibility for ensuring an effective
and efficient monitoring and evaluation system, for encouraging program
learning and adaptative management, and for disseminating lessons
learned to key stakeholders. The Team Leader will also ensure strict
adherence to budget and compliance with SNV and donor policies.

In
particular, the Team Leader has responsibility for ensuring a
harmonious working environment among project staff, effective working
relationships between SNV and Farm Africa and technical partners (Bizy
Tech, T-MARC and Ifakara Health Institute) and implementing partners
(RECODA and MIICO) which maximises synergy and efficiency in project
implementation, and for close liaison with Government at village, LGA
and regional level.

The Team Leader will assume the role of
Sector Leader for Agrifood in SNV Tanzania, in which capacity he/ she
will participate as a key member of SNV’s global agrifood technical
team, and also represent the agrifood sector on the SNV Tanzania Country
Management Team.

  • Build management team and set team tone and culture.
  • Managerial oversight and leadership development of Deputy TL, cross-cutting and functional leads

2. Programme delivery

  • Leadership on articulating strategic direction, design and resourcing.
  • Oversight and overall accountability for achievement of project objectives.
  • Ensure adaptive management in response to lessons and evidence.

3. Profile and partnerships

  • Building profile and external high-level relationships with key partners.
  • Negotiation of project partnerships.
  • Review and ensure consortium working effectively and efficiently.
  • Form Project Advisory Group.

4. Monitoring, learning and sharing

  • Bring clarity to learning agenda and develop strategic approach to sharing and stakeholder engagement.
  • Monitor and manage outcomes, impacts and risks.
  • Ensure
    that project planning and implementation is done in such a way as to
    facilitate relfection and generation and takeup of ideas and
    innovations.

5. Compliance and risk

  • Compliance oversight including project-level risk management and adherence to SNV and donor policies.
  • Navigating political economy.
  • Lead interface with SNV (Tanzania CO and global), donor and TZ government.
  • Primary point of contact for external reviews and evaluations.

6. SNV Tanzania country office and Agri-Food

  • Provide strategic and policy inputs for positioning and profiling of SNV Tanzania country office and Agrifood Sector.
  • Actively participate in Tanzania country office strategic planning meetings.

Qualifications

  • Master’s degree in agriculture, rural development, agribusiness, nutrition or related field.
  • At least 12 years’ experience in international development
  • At least 8 years’ experience in successfully leading international development projects/ programmes
  • Extensive experience working in the field of agriculture, agribusiness and/ or rural development
  • Experience implementing development programs in Tanzania or East Africa (highly desirable)
  • Experience working with agribusiness, including input suppliers and off takers (highly desirable)
  • Technical skills in agricultural land management, agribusiness and/ or nutrition (desirable)
  • Experience
    in cross-cutting issues of behaviour change communications, digital
    technology and/ or gender and social inclusion (desirable
