SUPPLY CHAIN OFFICER – FULL TIME – 100%
Title:
Supply Chain Officer
Direct Reports: LOGISTICS TEAM LEADER
Location: LIWALE – LINDI
MAIN PURPOSE
Organising
and supervising the daily supply chain activities and the teams
associated, at project level, according to MSF protocols and standards
in order to ensure the optimal running of the mission.

ACCOUNTABILITIES

  • Supervising
    and organizing the daily activities of the Supply Chain team, including
    Supply Supervisors, and ensuring they perform the tasks linked to their
    role
  • Being responsible for the order, purchase, stock and
    freight management in the project level, monitoring and ensuring an
    efficient implementation of the overall daily supply chain activities
  • Monitoring
    and ensuring a smooth running of supply administration and the respect
    of the implemented supply procedures, proposing adjustments where
    needed.
  • Being responsible for the supply database and the
    correct filing and archiving of the supply documentation in order to
    guarantee the availability and the coherence of supply data
  • Communicating
    with customers, keeping them up to date concerning their orders status
    (BO confirmation) and prioritizing procurement and transport according
    to their needs
  • Collecting claims from the field, analysing causes and making corrective actions.
  • In
    collaboration with the Logistic Team Leader and in coordination with
    the HR department, supervising the associated processes (recruitment,
    training/induction, briefing/debriefing, evaluation, potential
    detection, development and communication) of the staff under his/her
    responsibility in order to ensure both the sizing and the amount of
    knowledge required
  • Informing the Logistics Team Leader in case
    of any major issue and draws-up all required reporting, in order to keep
    updated and reliable information that will help in decision-making
  • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

JOB VACANCY – FIN/HR ASSISTANT – FULL TIME – 100%

Title:
FIN/HR Assistant
Direct Reports: FIN/HR MANAGER
Location: LIWALE – LINDI
MAIN PURPOSE
Execute
administrative tasks and do follow up of project accountancy, according
to administration manager’s indications and MSF procedures, in order to
ensure legal compliance and keep a strict control over monetary
resources.

ACCOUNTABILITIES

  • Execute
    administrative and legal related tasks, under supervision of the Fin/HR
    Manager, checking payroll calculations and updating personnel files
    inorder to ensureaccuracy, compliance and on time payments.
  • Prepare
    employment contracts in conformity with legal requirements including
    specific amendments when necessary in order to ensure local labour and
    fiscal law compliance.
  • Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management.
  • Update Social security Tax office employee files in order to meet legal requirements and duties.
  • Draw
    up monthly pay slips for all staff, editing and updating the necessary
    data, while ensuring punctuality and accuracy of staff payroll.
  • Draw
    up the final pay slip and employment certificate at the end of a
    contract in order to meet legal requirements while defending MSF ’s
    interests.
  • Make all administrative information available to the staff (posting, meetings, etc.)
  • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability.
  • Assist
    the FIn/HR manager in the prevision of monthly treasury and planning in
    order to ensure the coverage of daily needs, advances on salaries,
    payroll, etc.
  • Process the payment to suppliers and keep strict
    on all documentation involved, informing the FIN/HR manager of any sort
    of disparity.
  • Carry out all accounting tasks and activities in
    order to ensure strict control of all expenditures and the reliability
    of statements and documentation.
  • Classify and prepare all accounting pieces as requested by the FIN/HR Manager
  • File
    the accounting documents and enter the accounting pieces in the
    accounting software, with the support from the FIN/HR Manager and/or the
    Accounting Manager (ACMA).
  • Follow up all expiring rental
    contract dates and inform the FIN/HR Manager in order to leave enough
    time to arrange a renewal or look for some other alternative.
  • Support
    the FIN/HR Manager in translating documents into local language.
    Assists the Administration Manager in meetings upon request.

Minimum Educational Qualification:

  • Bachelors Degree in Business Administration, Industrial Pshychology, Human Resources Management or any relevant study.

BASE & FACILITIES OFFICER

MAIN PURPOSE
Carrying
out or supervising all logistic and maintenance activities in the MSF
premises (office, ware house and Guest houses) according to MSF
standards and protocols in order to have the structure and facilities
there in fully serviced and in optimal running conditions

ACCOUNTABILITIES

  • Implementation of security measures in MSF premises
  • Tracking consumption of supplies, used in different facilities (office, house, store, etc.).
  • Checking
    the maintenance of the various open spaces (gardens, courtyards…) and
    ensuring that domestic waste is correctly disposed.
  • Checking and
    ensuring the maintenance of MSF premises and facilities, as well as the
    general water supply, electrical, walls, ceilings etc. and security
    conditions. In this sense, making inspection visits to assess the
    rehabilitation needs of facilities.
  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:
  • Inventories and the reallocation of equipment.
  • Renewing the authorization to use radio material with local authorities.
  • Checking the quality of the work carried out on generators and electrical installations.
  • Preparing orders for his sector activity, do the follow-up, and checking their proper reception and state.
  • Carrying
    out local purchases and ensuring that the line manager is aware of any
    problems linked to the quality or availability of the items to be
    purchased.
  • Participating in trainings at the request of the line manager
  • Supervising
    and leading the team under his/her responsibility including the
    definition of each person’s tasks (daily supervision and checking the
    quality of their work); drawing up working schedule; organising and
    leading team meetings
  • Reporting any problems within the premises
    (electrical, water system, appliances etc) to the line manager in order

In
close collaboration with the PMR, implementing and supervising
educational campaigns according to MSF values, standards and procedures
in order to increase awareness of the targeted population and to promote
prevention and treatment of diseases in the project area

ACCOUNTABILITIES

  • In
    close collaboration with the PMR, participate in the definition and
    update of the HP/IEC strategy and identifying indicators in order to
    monitor HP activities, results, and achievements. Supporting the PMR in
    organizing and carrying out assessments and research on the impact of HP
    activities and identifying and reporting the constraints, difficulties
    or strength points of the HP strategy inside and outside the medical
    structures in order to reinforce the link between the communities and
    the project
  • Providing support in selecting and developing
    quality pedagogical communication strategies towards the community.
    Planning information campaigns, including targets, objectives, methods
    and goals in order to increase awareness among the targeted population.
  • Informing,
    according to protocols, community members and identified risk groups
    (prisons, army, sexual workers, etc.) about health related issues
  • Organizing health awareness sessions for MSF’s medical and non-medical staff
  • Identifying
    key actors (local authorities, local NGOs, traditional healers, formal
    or informal authorities) and being the focal point for the networking in
    order to support the dissemination of health information of the target
    population, and be the point of reference for the relation and
    networking with these subjects.
  • Organizing, training, and
    supervising the HP team in terms of planning and organizing their work,
    supporting, evaluating and coaching of personnel, collecting reports and
    reporting the activities of each health worker and regularly visiting
    communities that are under his/her responsibility
  • Supervising,
    in close collaboration with the HR department, the HR associated
    processes (recruitment, training/induction, evaluation, potential
    detection, development and communication) of the staff under his/her
    responsibility in order to ensure both the sizing and the amount of
    knowledge required
  • Ensuring cleanliness of IEC (information, education and communication) areas
  • Collecting and reporting to the medical team any information linked to the health situation of the population and the patient.

CONTEXT SPECIFIC ACCOUNTABILITIES:

Liwale
project being an integrated approach and working in selcted health
facilities of the district (one hospital, two health centres and four
dispensaries). HP supervisor is expected to work in close colaboration
to the MOH staff and CHWs. HP activities are also delivered in the
stated catchment area community. As HP supervisor:

  • Planing and implementation of HP activities in the health facilities and catchment community
  • In
    colaboration with district HP offier, create health promotion comitees
    and facilitate distribution of responsibilities, and regularly faciliate
    meetings to monitor performance .
  • Train and monitor the
    facility hygenists on IPC, waste management and disposal in colaboration
    with respective health facility incharge
  • Guide, train and lead
    the CHWs both at facility and community to provided health message,
    creat awarnes, identify cases from the community requiring medical
    attention and faciliate referral. Facilitate patient tracing and/or home
    vist.
  • Compile activity report and submite to PMR on time.

Minimum Educational Qualification:

  • Essential diploma in social sciences or education/pedagogy / or social work.

Recommended:
Experience:

  • Minimum 2 years previous working experience in health promotion activities
  • MSF experience desired or previous experience working with NGOs.

Nursing Team Supervisor
Direct Reports: PROJECT MEDICAL REFERENT (PMR)

MAIN PURPOSE
Plan,
organize, and evaluate the activities concerning nursing and the team
associated, according to MSF values, policies and protocols and
universal health standards, in order to warrant the quality and
continuity of the health care and the development of the plan of action.

ACCOUNTABILITIES

  • Carry
    out the functions and tasks associated to nursing i.e. perform as a
    nurse or anesthetist, whenever required or needed, in order to optimize
    the resources, contributing with his/her knowledge and experience.
  • Implement
    all the protocols and hygiene procedures, and supervise his/her team
    follow the same standards, in order to warrant the quality of the care
    and service in his/her speciality.
  • Organize and coordinate the
    activities of his/her team (week’s schedule, annual leave, absences,
    etc.), evaluate their performance and define and ensure the needs for
    training of staff, in order to ensure the coverage of the human
    resources needs and maintain high standards of quality.
  • Carry
    out and/or supervise the ( decentralized) pharmacy and medical equipment
    management (drugs orders, follow-up of the stock, storage conditions,
    inventories, follow-up of expired drugs and their destruction, drugs
    consumption, etc.)in his or her department, in order to satisfy the
    needs of material with efficiency and effectiveness.
  • Ensuring
    that all staff using medical devices are qualified and trained. Ensuring
    that cleaning and minor maintenance tasks are performed according to
    the protocols. Reporting any malfunction to the project biomedical
    service.
  • Carry-out and/or coordinate administrative (exit-paper,
    transfer-paper, etc.), information and data collection (patient files,
    forms, statistics, etc.) tasks, and elaborate regular reporting, in
    order to have updated and reliable information about the day-to-day
    activity in the project, output/ outcome and support decision-taking.
  • Give feedback/ reports to medical focal point.

CONTEXT SPECIFIC ACCOUNTABILITIES:
As
integrated project MSF is working in collaboration with MOH staff of 7
selected health facilities in the disctrict. The Nurse suppervisor is
expcted to colaborate and follow the nursing activities in two health
centres and four dispensaries. As such:

  • Together
    with MOH staff ensure the implementation and use of protocals,
    guidelines, algorithms of BEMONC and CEMONC etc in the helath centres
    and Dispensaries
  • Improve the sterilization techniqes of medical equipment mostly in the health Centres and Dispensaries
  • Faciitate
    and follow the waste segrgation and desposal in the health centres and
    dispensaries, participate on trainings together with shoppingmode HP
    supervisor and MWAM
  • Participate on nursing trainings in accordance with set plan
  • Assist on OPD patient traige, under 5 age OPD and IPD
  • Collect medical data of respective health facilities and submite to supervisor on time
  • In onsultation with MWAM plan(schedule) for regular vist of the health centers and dispensaries
  • Followup of availability of medical supplies respcive health facilities and faciitate MSF gap filling

Minimum Educational Qualification:

  • Nurse diploma essential.
  • MUST BE REGISTERED AND ALLOWED TO PRACTISE UNDER MEDICAL COUNCIL OF TANGANYIKA

MAIN PURPOSE
Performing
the tasks of transporting authorized goods and passengers in an MSF
vehicle, ensuring its technical and safety conditions and respecting the
country’s traffic rules and MSF security rules, in order to provide a
safe, smooth and efficient service.

ACCOUNTABILITIES

  • Checking
    daily, the technical conditions of the assigned vehicle (state of the
    tires, oil, fuel, brakes, radio equipment, spare parts, etc.),
    performing weekly check according to the MSF Logbook, refilling it when
    necessary, and keeping it clean to ensure it can be driven in perfect
    conditions. Carrying out a hand over if another uses the vehicle
  • Ensuring
    the security of passengers in the vehicle, driving carefully, observing
    speed limits and traffic rules in the country as well as MSF security
    rules, in order to avoid car accidents.
  • Ensuring all passengers
    have all necessary papers in order before travelling, and ensuring non
    MSF staff sign disclaimers of responsibility before using the vehicle
  • Ensuring
    correct loading and unloading of the vehicle, submitting the documents
    to the receiver of the goods, checking the status of delivered goods,
    returning the duly completed documents to Logistics and ensuring that
    the goods have the necessary documents
  • Ensuring that all vehicle documents and the driver’s driving license are valid and in the vehicle.
  • Informing the line manager of any incident involving the transportation of passengers and/or goods.
  • Knowing
    how to use all types of radios, codes, call numbers and radio alphabets
    by heart and communicating with base according to
  • MSF communications policy to inform the driver’s position and any potential implications.
  • Knowing
    and respecting the security rules related to vehicle movements,
    specifically those related to customs, checkpoints and roadblocks.
    Ensuring all passengers know and respect the security rules

Minimum Educational Qualification:

  • No minimum educational qualifications required but essential literacy and driving license. Good knowledge of country roads.
