Senior Specialist Card Systems

Job Purpose

Responsible for second level card systems technical support, project implementation, card systems vendor management, security systems administration, card systems availability, cards recoverability, security and continuous improvement.

Main Responsibilities

  • Participation in the ICT work streams of card business projects involving setup of products in ATMs/POS terminals, Transaction switch, CMS, TPP systems, Acquiring Platforms, International Schemes systems, Card & PIN production system, E-Commerce and Clearing & Settlement Systems etc.
  • Provide technical support in end-to-end life cycle of NMB card business
  • Second level support for branches & ICT Help desk on all NMB ATM cards issuance and other bank cards acquiring incidents
  • NMB’s contact point to the Third Party Processer (TPP) on Interface / integration issues, card issuing & acquiring issues, reconciliation & settlement issues, etc.
  • Extraction and upload (exchange) of Card data and any other information from / to TPP and other Platform Vendors;
  • Coordinate card production & personalization process internally as well as TPP until delivery of cards to branches.
  • Support applications & database infrastructure used for production, storage, distribution, processing and usage of cards.
  • Accountable for end-to-end security of NMB cards and systems
  • Manage migration process of all proprietary NMB ATM cards to Card Scheme branded together with card production and personalization vendors.
  • Supervision of EMV and PCI certification process for all platforms, equipment’s and terminals.
  • Support Value Added Services from different Channels including ATM, POS, Mobile, E-commerce, and Digital Payment Systems like QR code etc.

Qualifications and Experience

  • Atleast Bachelor’s degree in Information Technology Systems / Computer science / Computer or equivalent
  • Professional certifications in Transactions Switch & Card Management systems and HSMs.
  • Professional training / certification in EMV Compliance and PCI Security Standards will be added advantage
  • Certifications in Project management (Prince2) and IT Service Management (ITIL)
  • At least 7 years of relevant work /support / systems administration experience with ATM / POS Switch, Card Management systems, Hardware Security Module (HSM).
  • At least 3 years’ experience in International Payment card schemes technical environment, mainly Visa, MasterCard and UPI.
  • Experience in International Payment card schemes production, operations, process, controls & security.
  • Experience working in a deadline-oriented environment / projects managing multiple operations simultaneously
  • Experience in Back up / Recovery and Systems / Business Continuity

Program Background
The International Executive Service Corps (IESC) is a Washington, DC-based economic development, not-for-profit organization that provides technical assistance to public sector institutions and private sector companies around the world. Within the Tanzanian context, IESC is the prime implementer of the Feed the Future Tanzania Enabling Growth through Investment and Enterprise Program (ENGINE), a four years USAID funded program, launched since September 2016. ENGINE aims to streamline and enhance many of the regulatory, informational and financial channels that encourage domestic and foreign investment in the southern mainland agricultural regions of Mbeya, Morogoro and Iringa as well as in Zanzibar (Unguja and Pemba)
ENGINE works at the Local Government Authorities LGAs level, using a broad-based approach to engage with LGAs, private sector associations, business development service providers, financial institutions and small and medium enterprises.
Problem Background
Zanzibar Planning Commission (ZPC) is mandated with coordination and monitoring of implementation of development plans. The Government of Zanzibar launched the Third Zanzibar Strategy for Growth and Reduction of Poverty (ZSGRP III, or MKUZA III in its Kiswahili acronym) in March 2017, which outlines the five main pillars of development for Zanzibar. MKUZA III officially runs from 2016 until the end of 2020, at which point it converges with Zanzibar’s long-term development strategy, named Vision 2020 that was launched in 2000. In this financial year (2019/20), Zanzibar Development Vision 2020 will be thoroughly reviewed, and a successor vision developed that will outline Zanzibar’s development goals for 2050.

Problem Statement
Despite many achievements during the implementation of Zanzibar Strategy for Growth and Reduction of Poverty Phase I-III in economic growth and reduction of poverty, there are persistent challenges that limit the ability to reach some of the objectives and targets for Zanzibar Development vision 2020 to sustain growth and poverty reduction. Likewise, the fact that MKUZA III would end in 2020, will coincide with the end of Zanzibar Development Vision 2020 hence the need for a comprehensive review, assessment and recommendations for the next Development Vision 2050. This 20-year journey necessitates review of the Zanzibar Growth Strategy due to the changing realities, in terms of opportunities and challenges, both domestically and in the global arena. Among the specific results envisioned in this Vision 2020 and its growth strategy, is a facilitated strong private sector, with high level of accountability and transparency in the public sector.
Objectives of the Assignment

The main objective of the assignment is to lead a diagnostic analysis and assessment of the key sectors of the Zanzibar economy with a view to identify the key social economic drivers for growth in Zanzibar. It’s also important to identify and propose strategies that will address the identified constraints and challenges in the key sectors to support the new vision 2020-2050. The analysis will review all relevant past policies for Zanzibar Growth, namely; Zanzibar Growth Strategy 2006-2015, MKUZA I-II, Vision 2020, other sectorial policies and relevant developmental strategies. The incumbent consultant will assess and rank key drivers for Zanzibar social economic growth, most importantly, technological advancement, capital accumulation, and labor.

The specific objectives for this assignment are:

  • To undertake a situation analysis of various existing growth strategies, policies and plans with their strengths and challenges and suggest recommendations for strengthening;
  • To come up with necessary inputs/requirements (data, relevant information etc) that will feed into the formulation of new Vision 2020-2050.
ZPC is looking for the support of a consultancy work in reviewing the Zanzibar’s Growth Strategy (2006 – 2015). The purpose of making an in-depth study of past growth strategies is to have a better grasp of the realities that affect growth and challenges that confront key private/production sectors (“Engines for Growth”). Third Human Rights Youth Challenge focuses on Private Sector Participation in Water and Sanitation Sector

Deadline: 2 September 2019

The Special Rapporteur on the human rights to safe drinking water and sanitation is organizing the Third Human Rights Youth Challenge and invites youth aged between 24 and 32 years to submit a 2000 word essay on “private sector participation in the water and sanitation sector: a human rights perspective”.
The submission will be in a form of an essay focusing on one case study. Participants are free to choose a case, which focuses on various forms and models of private sector participation in the water and sanitation sector and analyse gaps in human rights protection and impact on the realization of the human rights to water and sanitation.

The challenge, organised by the Special Rapporteur on the human rights to water and sanitation, is an opportunity for applicants to show their knowledge, understanding and passion about the human rights to water and sanitation by creating original content. The challenge is co-organised together with UN Water, the Permanent Missions of Spain, the Permanent Mission of Germany, UNESCO-IHP, AquaFed, Public Services International, Franciscans International and the Water Youth Network.

The 3rd Youth Challenge is made possible through the financial support of the Government of Spain and the Government of Germany.

Theme

  • The theme of the 3rd Human Rights Youth Challenge is: “private sector participation in the water and sanitation sector: a human rights perspective”.
  • The theme of the 3rd Human Rights Youth Challenge is also the theme of the Special Rapporteur’s report for 2020 on the analysis of private sector participation in the water and sanitation sector from a human rights perspective. In this report, he will assess challenges, risks and impacts – from a human rights perspective – of various models of private sector participation in water and sanitation services.

Prize Information
The UN Special Rapporteur will invite the winner to join him during an expert consultation, to discuss the impact of private sector participation in the water and sanitation sectors on the human rights to water and sanitation with key experts and stakeholders.

How can I participate?
The competition is open to participants based in Tanzania who attend a university or secondary school. Those chosen as finalists will present their project or idea live at an event to be held on August 2 in Dar es Salaam.
If you are interested in participating, you will need to submit a short summary (abstract, ½ page) of a scientific project you are currently working on, as well as a video (2 min. and 30 MB maximum, accepted formats: mpg, mp4, mpeg, mov, avi, wmv, flv) explaining who you are, where you are from and why you think your idea could change the world or make a difference in the future. Finalists will be chosen from all submissions received by the submission deadline.
Submissions must be received by July 19, 2019 to be considered.

Allianz with headquarters in Germany invites applications for the Allianz Climate Risk Research Award 2019 open to PhD students who are in the final stage of their research and postdoctoral researchers.
The Allianz Climate Risk Research Award supports scientific research that improves our understanding of climate change-related risks. The 2019 Award focuses on how science can help insurers deal with extreme weather and climate risks.
The Award is intended to support researchers whose research focuses on:

  • Reducing the risk of extreme weather events that are intensified by climate change
  • Fostering resilience by applying technological solutions

Four finalists receive a monetary award and are invited to an Award ceremony at Allianz Headquarters in Munich on 26 November 2019 to present their findings and take part in an interactive discussion with renown experts from both industry and academia.

  • Experience conducting analyses and developing reports.
  • Experience working with suppliers or other third party on day to day basis.

Knowledge and Skills:

  • Proven ability to communicate a clear vision and inspire, motivate and coach a team to achieve outstanding performance.
  • Effective communication, stakeholder management, negotiation and influencing skills. Language: Fluency in both oral and written English and Kiswahili.
