Role overview
Provide management, coordination and direction to the Improving Children’s Learning and Participation (ICLP III) project. Skills, qualifications and experience

Essential:

  • Bachelor’s degree in Development studies, Business Administration, Education or other equivalent experience
  • Minimum of 5 years relevant experience of managing education projects with a particular focus primary education, school managements and child centred teaching methodologies among teachers.
  • Demonstrated experience of applying project cycle management practices at a project or community level.
  • Demonstrated success at networking and partnership development
  • Proven experience in financial management, including budgeting, monitoring and managing expenditure

Stress Counsellor  

Background
The administrative supervision of the UNDSS security advisor and technical supervision of the UNDSS CISMU regional stress counsellor, the field stress counselor will implement a wide range of stress management activities, in accordance with the Management of Stress and Critical Incident Stress policy (MSCIS-2015)
The consultancy holder will be a part of a multidisciplinary team in charge of Wellness. S/he has in-depth technical knowledge and experience required to identify, analyse and resolve complex work-related issues such as stress, interpersonal and cross-cultural dynamics, and psychosocial coping in hazardous emergency contexts. S/he provides technical expertise, advice and solutions that support strategic results, and, formulates new strategies and technical approaches where appropriate.

With the current context of COVID-19, the key role of the country-based stress counsellor will be to respond to the COVID-19 psychosocial crisis, to build a sustainable stress management system for the UN offices operating in the country, and to improve critical incident stress management preparedness of the UN security system in case of emergencies.
Design and coordinate the delivery of counselling services across the UN and provide professional and effective counselling and stress management services that enable staff to maintain positive health, performance and outlook. A large emphasis is placed on extensive engagement with all levels of staff internally, and with external partners to enhance psychosocial support and access to staff counselling services.

Duties and Responsibilities

  • Provide active psychological support and advice on strategic developments in the country involving the major implications on staff (i.e. emergency operations, critical incidents, office rightsizing) to ensure continued staff well-being and that managers and staff are provided with the effective support to manage change, especially in the context of the COVID19 pandemic.
  • Partner with all the functions and agencies within the UN in Tanzania, and with institutions outside to address psychological risks at the individual, unit and organizational level and to ensure a psychologically healthy workplace. Identify and liaise with high quality local and regional mental health resources that can be used for referrals and/or during times of crisis.
  • Providing individual and group counseling sessions to UN staff and dependents, in person or through teleconsulting as applicable.
  • Contribute to the development of policies and guidelines, as well as written and visual materials to increase awareness regarding important themes and topics related to Staff Wellness.
  • Maintain at all times, high standard of professional ethics and confidentiality consistent with the UN Ethical Guidelines and Standards of Practice, actively engage with management and staff, listen to their concerns, and stay approachable.
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Liaise with UN Senior Managers, the UN staff psychosocial wellbeing key partners (human resource managers, UN doctors, security focal points, and agencies security officers), the staff association, the local experts (doctors, psychiatrists and psychologists) and institutions in the country in order to create a network of health professionals for referrals and also ready to support and intervene if necessary.
  • Provide monthly reports to the DO, the security advisor, and the UNDSS CISMU regional stress counsellor.
  • Other relevant activities assigned by the supervisors, such as organizing peer support training workshops for selected UN staff in conjunction with the UNDSS CISMU to create a Critical Incident Stress Intervention Cell (CISIC).

Required Skills and Experience

Education

  • Advanced university degree (Doctorate, Masters or equivalent) in Clinical or Counselling Psychology, Psychiatry or demonstrably equivalent studies from a recognized institution;
  • Registration as a mental health professional in the country of origin is required;
  • Additional training or certification in a broad range of related fields, such as alcohol/substance abuse, resilience, cross-cultural communication, conflict resolution, mediation, trauma, etc. will be an advantage.

Experience

  • At least 5 years of progressively responsible professional post-graduate experience relevant to the field is required;
  • Experience either working in a hardship location or providing counselling services to staff working under very difficult and insecure environments is an asset.

Job Description

Main Purpose of Role:

The Kukuza Uwezo project is currently recruiting for the position of Program Officer for the implementation of a capacity building project which focuses on strengthening key capabilities of DPOs and increasing DPO capacity to respond to needs and rights of people with disabilities (PWDs), improved collaboration/coordination within disability sector and increasing funder coordination.

The Program Officer will work as part of a small project team to ensure quality delivery of the project in Zanzibar (both Unguja and Pemba) in the 12 months of implementation. The role is part of the Kukuza Uwezo capacity building project, which is jointly implemented by SHIJUWAZA and GlobalGiving UK and is funded by the National Lottery Community Fund in the UK.

Major Responsibilities:

  • Support in capacity building of DPOs (leadership & membership) to improve their performance in 6 key capacity areas (Governance, Finance, Human Resources, Strategic Relationships, Programme Activities and Impact, Community Engagement and Accountability)
  • Support DPOs in the implementation of agreed action plans; coordination/management of timelines, reporting and monitoring of associated activities
  •  Ensure project is delivered to the highest technical standards and demonstrates impact through the collection of evidence based results for learning and development for the program team (and organizations at large)
  •  Ensuring high standards of project performance and reporting (including follow-up)
  •  Practical support to DPOs on grant and project management
  •  Close collaboration with all key stakeholders
  • Supporting the federation’s day to day activities as required

Qualifications and Skills Required:

  •  Proven track record of 5 years of working within civil society, projects and/or NGO sector in Tanzanian context. Relevant experience in development, community engagement and disability sector are added advantages
  • Experience of project and grant management
  • Bachelor’s Degree in Social Sciences or any other relevant discipline
  • Has experience in coaching and mentoring (preferably small local organizations)
  •  Proven ability to establish and maintain relationships with key stakeholders i.e. the government

  • Excellent computer skills; including Microsoft Word, Excel & PowerPoint. Understanding of Google Drive functions and online communications an added advantage.

MORUWASA is an expanding autonomous Urban Water Supply and Sanitation Authority, which is responsible for supplying clean, safe water as well as provision of wastewater disposal services in Morogoro Municipality, Kilosa and Mikumi Towns. The general policies and guidelines to run the Authority are provided by the Ministry of Water, EWURA and the Board of Directors.

The Board through a competitive recruitment process is looking for a competent, dynamic, energetic, committed, experienced and well qualified Tanzanian who is capable of embracing and driving changes in MORUWASA to fill in the position of the Managing Director.

THE PURPOSE OF THE JOB

The position holder is required to run the Authority at the highest professional standard and practices so as to attain the envisaged vision “To be the preferred provider of quality and sustainable water and sanitation services in Morogoro Region”.

MAIN DUTIES AND RESPONSIBILITIES

The Managing Director is the Chief Executive Officer responsible for planning, managing, and coordination of Authority’s activities so as to:

  • Ensuring effective overall management and supervision of Authority’s activities.
  • Ensure the formulation of policy proposals in relations to physical infrastructure, financial human resources and general administration for consideration by Board of Directors.
  • Interpret all policies laid down by the Government of Tanzania and the Board of Directors and to ensure compliance of respective rules and regulations thereof.
  • Prepare annual plans and budgets for the Authority and make submission to the Board of Directors for consideration and approvaL
  • Regularly review actual performance against plans and budgets and submit a comprehensive report to the Board of Directors.
  • Supervise the immediate subordinates and delegate the required authority for them to discharge their duties.
  • Make recommendation to the Board of Directors regarding all staff matters, including disciplinary issues, manning levels required by the Authority and ensuring that effective procedures are established for recruitment, training, and development of staff.
  • Ensure that the Authority’s operations are in accordance with the law.
  • Link the Authority with the Ministry responsible for water and sanitation affairs.
  • Link the Authority with the Regional /Municipal/District Authorities.
  • Link the Authority with RUWASA.
  • Ensure that the Authority’s operations meet the environmental standards set by relevant Authorities.
  • Ensure that the Authority prepares and carries out effective programmes for public relations, water sources conservation, protection of water sources and pricing policies.
  • Ensure that tariff reviews are done regularly in accordance with EWURA’s guidelines.
  • Act as the final authority for management decisions within the Authority, safeguards the Authority’s financial position and ensure that it discharges its financial obligations in accordance with the national financial act and the Authority manuaL
  • Ensure all Authority’s transactions are authorized and controlled in accordance with the agreed procedures and that proper system for internal controls are in place and maintained.
  • Prepare and submit to the Board of Directors the Annual Financial Statements.
  • Carry out the functions of the Authority with due diligence and integrity.

Qualification

  • Holder of a Degree or its equivalent from a recognized Institution, Masters Degree or leadership certification courses is added advantage.

Working experience

  • The candidate should posses at least five (5) years experience in managerial position or in Water Sector.Proven outstanding performance in the Water Sector is an added advantage.

TERMS OF EMPLOYMENT

Term of contract should not exceed four (4) years, but shall be eligble for re – appointment.

Tasks

Required qualifications, competences and experience

  • In-depth understanding of the potato sector in Tanzania and Burundi;
  • Demonstrated command of implementing county based agricultural programmes;
  • At least 3 years of relevant work experience in a coordination position in rural agricultural development programme or related sectors either with a government, international or private/non-governmental development organization;
  • Experience in project management and coordination at regional level;
  • Knowledge of trade facilitation approaches, trade standards, norms and certification rules in Tanzania and Burundi are an asset;
  • Proven experience in working with multiple stakeholders of the public sector, the private sector including rural producers, as well as local communities and civil society.

Organizational Setting and Work Relationships

The Environment Officer will work closely with colleagues responsible for protection, site planning, water and sanitation, shelter, nutrition, education, health, community services and livelihoods. The incumbent will support the UNHCR Office on all issues related to environment and climate change, including mainstreaming into all sectors and aspects of the country operation. S/he will lead in coordination of the environment sector, ensuring all UNHCR policies are in line with global and national strategies.

Regular and frequent discussions between the incumbent and the supervisor(s) are necessary to ensure that the latest best practices and procedures are shared and applied consistently on issues related to environment and climate change. The incumbent will undertake missions to the camps and liaise with field offices on the implementation of environment programmes. In addition, the staff member will maintain regular contact with UN technical agencies, development partners, line ministries and agencies, implementing and operational partners as needed.

Refugee operations inherently degrade environments because of changes in land use and increased use of natural resources.  It is imperative to ensure environmental mitigation measures are in place to ensure sustainable natural resource use for wellbeing refugees and host communities.

Proactive coordination and collaboration with key stakeholders, including refugees and host communities, is required to synergise resources.  Interventions are evidence-based to ensure their appropriateness.  Environment and social screening in addition to environmental impact assessments will be required to evaluate the Operation.

The Environment Officer should be capable of working with minimum supervision in project submissions, revisions and reallocations throughout the project lifecycle in the environment programme. S/he will be instrumental in contributing to the development of specific inputs related to the sector and must meet reporting requirements. The incumbent should be part of the Multi-function Team to ensure that environmental concerns are mainstreamed and taken into consideration in any decision making process.

  • Work in close coordination with all relevant sectors and clusters in UNHCR, including Protection, WASH, Health, Shelter and Settlements, Livelihoods, Energy, Camp Coordination & Camp Management to ensure environmental concerns and impact mitigation measures are included in operational responses.
  • Collect, analyse and update data and information concerning the environmental status of settlements and broader hosting areas.
  • Contribute to internal and external reporting commitments, including proposal writing for environment and energy while ensuring new projects are coherent and visibly complement planned interventions at country level.
  • Ensure all responses work toward environmental sustainability for both PoCs and host communities.
  • Support Programme in the technical oversight of UNHCR implementing partners to ensure environmental considerations are adequately integrated in technical interventions.
  • Support quality monitoring of interventions, track and record relevant indicators in UNHCR¿s corporate tools.
  • When applicable, represent UNHCR and support coordination meetings
  • Support mobilization of resources for the implementation of environment and climate change interventions.

Office Assistant 

The Regional Manager’s Office TANROADS – Mwanza, on behalf of the Chief Executive, TANROADS, intends to recruit qualified and competent Tanzanians to fill the following vacant posts on specific duties on short-term contracts within the region.

POSITION TITLE: OFFICE ASSISTANT (1 POST)

KEY QUALIFICATIONS AND OTHER ATTRIBUTES

Must have completed form IV education plus at least two years of experience in a similar work
Must be fluent in spoken and written Kiswahili and preferably be able to communicate in English
Must be Tanzanian Citizen
Not more than 35 years of age
 DUTIES AND RESPONSIBILITIES

Ensure cleanliness in Regional Managers’ environments, washrooms and office premises
Dispatches letters and parcels as directed by the Regional Manager or supervising officer
Perform other related duties as may be assigned by the supervising officer

The incumbent will oversee all aspects of the surveillance systems strengthening component of the CDC-funded projects.

ICAP seeks highly qualified and experienced candidates to fill the Surveillance Lead positions by April 20th, 2020. The successful candidate will hold an advanced degree in public hand health, international development, with a specialization in epidemiology, infectious disease detection, surveillance, and diagnostics. The incumbent will have at least 7 years of progressive experience in national/international infectious disease surveillance with a focus on geospatial analyses, cost analyses, and strategies for capacity-building at national and/or international levels. At least 5 years of which were spent in a senior project leadership role.

The incumbent will have a demonstrated track record working with the implementation of field-based surveillance methodologies, which includes analysis of epidemiological investigation data using new or existing methodologies and techniques. The successful candidate must also be proficient in written and spoken English and be willing to travel regionally/locally or overseas approximately 40% of the time.

The incumbent will have a demonstrated track record working with strategic and operational planning, managing a diverse team of technical and support staff as well as budgeting, managing, designing, implementing, and evaluating. The successful candidate will also have a demonstrated understanding of the Global Health Security Agenda Joint External Evaluation (JEE) indicators, outbreak investigation, and response. ICAP seeks highly qualified and experienced candidates to fill the Laboratory Lead position by April 20th, 2020.The successful candidate will hold an advanced degree in laboratory medicine, biological sciences, or relevant field, and have seven (7) years of progressive experience in large clinical and public health laboratory settings in the following areas: microbiology, laboratory quality control, and quality assurance systems, implementation, and management. At least 5 years of which were spent in a senior or project leadership role.

The incumbent will have a demonstrated track record working in international health or development organizations or on projects related to any of all of the following: global health security, global health programs through health systems strengthening, integrated health service delivery, capacity building, strategic health information system strengthening, surveillance, emergency response, in resource-limited context.
