Description
Overview:
The Global Health Supply Chain–Technical Assistance–Tanzania (GHSC-TA-TZ) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and reproductive, maternal, newborn and child health (RMNCH). In coordination with in-country and development partners, GHSC-TA-TZ assists Government of Tanzania (GoT) by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broadening stakeholders’ understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.  

Job Summary:
The Deputy Chief of Party (DCOP) will be located in Dar es Salaam and will serve as a liaison with USAID Tanzania, the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC), the GHSC-TA-TZ home office, and all other counterparts involved in program implementation. The DCOP will provide overall program management and oversight of program operations to ensure efficiency, effectiveness, compliance and high-quality delivery of technical assistance services and deliverables. Qualifications include a minimum of eight years’ experience managing USAID or other donor funded projects, an advanced degree in public health, supply chain management, international development, or related field, and experience from multiple countries in health system strengthening, supply chain management, pharmaceutical management and/or other relevant technical area. Knowledge of private sector best practices, management information systems, health financing, performance management, innovative solutions, and USAID’s global health priorities and initiatives required. Experience working on previous USAID global supply chain projects highly desired.

RESPONSIBILITIES

  • Build and maintain a high performing technical team, providing thought leadership and demonstrating technical expertise across a range of supply chain functional areas including but not limited to: quantification, data use and analysis, capacity building, logistics management information systems, and supply chain financing
  • Maintain strong and positive working relationships with clients and partners including USAID, MOHCDGEC, President’s Office – Regional Administration and Local Government (PO-RALG), Medical Stores Department (MSD), and others
  • Develop and implement annual work plans and budgets that reflect the priorities of USAID, GoT, and other stakeholders
  • Identify capacity gaps within the project team and arrange for appropriate training, mentoring and coaching of project staff
  • Ensure the use of appropriate management methodologies to plan, organize, and manage resources to achieve GHSC-TA-TZ goals
  • Supervise the implementation of the project’s performance monitoring plan that includes project-wide performance measures
  • Lead change management strategies to cultivate a culture of data use across the project and within key stakeholders
  • Oversee regular data collection, data quality assessments and reporting and lead quarterly reviews of performance analysis to identify issues and drive evidence-based interventions
  • Develop and implement risk mitigation strategies for technical services provided by the project
  • Support the enhancement of various management information systems
  • Coordinate with relevant stakeholders to build the capacity and capability of national systems
  • Report results of the project’s work to USAID, GoT, other stakeholders, and the home office; ensure quality completion of quarterly and annual reports, and compliance with USAID reporting requirements
  • Ensure timely submission of all deliverables
  • Develop and maintain synergistic working relationships with other supply chain and governance projects funded by various development partners including USAID, Global Fund, Bill & Melinda Gates Foundation and others
  • Work with and support home office project management team to oversee and manage the project budget, provide guidance on field office projections, and provide budget inputs

QUALIFICATIONS
Qualifications:

  • Minimum Year(s) of 8 years of experience managing USAID or other donor funded projects
  • Advanced degree in public health, supply chain management, international development, or related field

Responsibilities

  • Specific responsibilities will include, but not be limited to, the following:
  • Provide technical subject matter expertise on all areas related to demand planning management including but not limited to:
  • Providing expert technical assistance in quantification of commodity needs, focusing on reproductive and child health, malaria and TB, and advocating for best practices in forecasting and supply planning
  • Preparing for and executing quantification exercises, in partnership with GoT

  • Consulting with project team members based in field to identify issues in data quality and availability, and identifying opportunities to improve data that informs quantification exercises.
  • Ensure timely submissions of supply plans, PPMR, and PPMRm to GHSC-PSM
  • Participate in routine communications with GHSC-PSM, and highlight issues that should be brought to national programs for decision making
  • Participate in annual work planning process and provide inputs to the operations team to budget for demand planning activities including meetings, trainings, and other activities

Job Summary/function:
The Laboratory Supply Chain Advisor is expected to provide technical assistance to the HIV Pharmaceutical and Laboratory Services Unit under the National AIDS Control Program (NACP) as well as working closely with Assistant Director Diagnostics Services (ADDS) and Head of Laboratory Services (HLS) to ensure that HIV/AIDS commodities needs are accurately planned, forecasted, procured, stored, distributed and managed according to set standard, procedures and regulations.   • Specific responsibilities will include, but not be limited to, the following:
  • Develop interventions/solutions for addressing Laboratory Supply Chain bottlenecks such as using trends and peer-to-peer benchmarking to improve accountability.
  • Support the development and execution of effective management of HIV/AIDS laboratory commodity changes and demand management strategies, procurement plans, storage, distribution and monitoring of activities gearing to improving availability of HIV/AIDS laboratory commodities.
  • Provide technical expertise in annual HIV/AIDS laboratory quantification exercises and ensure quantification reports are written timely.
  • Participate in quarterly review of supply plan and generate updated supply plan for laboratory commodity, and providing coaching to GoT counterparts in supply plan management.
  • Update and monitor pipeline databases to ensure optimal laboratory supply of commodities.
  • Prepare and submit monthly and quarterly supply chain performance reports to the program, and facilitate its distribution to relevant stakeholders such as PEPFAR and Global Fund
  • Monitor HIV/AIDS laboratory commodities shelf life, prepare and follow through with action plans to avoid expiry of products in storage facilities
  • Liaise with GHSC – PSM and Global Fund to facilitate better commodities supply plans, and importation protocols in accordance to importations requirements.
  • Respond to laboratory supply chain queries from GHSC-PSM, PEPFAR, and USAID | Tanzania regarding USG funded shipments, ensuring productive collaboration between NACP and PSM.
  • Work with MSD and TMDA in ensuring that laboratory reagents and consumables and other related supplies are reported in accordance with the guidelines
  • Review HIV/AIDS laboratory shipment updates from PSM and Global Fund and provide guidance for responsible actors to take action where needed
  • Build capacity within the NACP on order management processes such as placing orders with GHSC-PSM.
  • Collaborate with key stakeholders including Medical Stores Department, PEPFAR, Global Fund, Pharmaceutical Supplies Unit, MOHCDGEC programs, and Implementing Partners as may be needed, to attain the best laboratory HIV/AIDS commodities availability and accessibility in the country and provide timely feedback as may be required.
  • Coordinate key stakeholders which may include but not limited to MSD, PSU, TMDA, MOHCDGEC-Diagnostic Unit, NACP-PLSU, and other USG Implementing Partners to address supply chain issues including funding mobilization for HIV/AIDS laboratory commodities and leveraging of supply chain resources.
  • Contribute to the development of supply chain research questions to help identify determinants of product availability.
  • Support the preparations of annual work-plans and budgets and ensure smooth implementation of all activities.
  • Contribute to the preparation of monthly, quarterly, and annual reporting, including development of project success stories.

Qualifications

  • Knowledge, Skills and Abilities Required:

Job Description
Grants and Finance Officer
The Grants & Finance Officer will be responsible for reviewing payment requests and making accountability on grants disbursed to sub grantees.
This position reports directly to the Senior Grants & Finance Officer and Grants Manager.

What you will do/Specialized Competencies:

  • Review and ensure that sub grantees comply with supporting documents as per USAID rules and regulations before submission to the Senior Grants & Finance Officer;
  • Identify and communicate capacity building needs for the sub Grantees;
  • Coordinate the grant making process from solicitation to contracting;
  • Ensure that all accountabilities are updated and all activities are carried out in accordance to agreed budget contained in the signed contract;
  • Monitor grantee advance and liquidation balances closely and ensure timely monthly liquidations;
  • Review all payment requests to ensure that they meet the allowable, allocable and reasonable standards;
  • Review financial reports from grantees and ensure compliance against program description and grants budget;
  • Prepare and upload Regional Mobile wallet payments on time;
  • Capture sub grantee accountabilities in the Grants Management System (GMS);
  • Monitor and evaluate the implementation of sub grantees projects;
  • Ensure sub grantees perform monthly reconciliation of their accounts (bank reconciliation statement, cashbook, etc.);
  • Ensure that grant documentation is maintained according to Deloitte/ project standards and USAID policies so that they can be audited with minimal or less findings;
  • Ensure proper filling of all correspondence with sub grantees especially on contractual, programmatic and financial changes;
  • Ensure sub grantees are well informed of any changes that are made to their sub agreements;
  • Prepare financial and regular management reports on sub grantees performance and disbursement status;
  • Provide capacity building assistance to sub grantees and help them in implementing their individual capacity building plans;
  • Ensure timely and proper close out of grants; and
  • Perform any other related duties as assigned from time to time.


Qualifications

  • A Bachelor’s degree in Accounting, Finance, Business Administration or other relevant field;
  • Relevant professional certification is an added advantage i.e. CPA, ACCA etc.;
  • Minimum of three (3) years working experience in a large donor-funded health program;
  • Experience with an International NGO or donor funded Program operating in the field of HIV/AIDS, TB, malaria or related public health organization will be an added advantage;

Job Description
Main purpose of the job
The Monitoring and Evaluation Manager is responsible for monitoring activities of the program in Njombe and Ruvuma regions and oversee the Projects statistical analysis.

This position reports directly to the Director of Strategic Information.
What you will do/Specialized Competencies:
• Oversee the implementation of a comprehensive Strategic Information Framework for the program;
• Oversee the KVP’s M&E System strengthening and Capacity building to regional M&E teams and CSOs;
• Ensure routine annual planning, monitoring, and reporting of all program activities is carried out timely;
• Support the Director of Strategic Information (DSI) to prepare quarterly and annual reports for submission to USAID;
• Ensure the assigned regions comply with reporting guidelines of the Ministry of Health Community Development Gender Elderly and Children (MoHCDGEC), USAID, PMI and PEPFAR in terms of indicators, types of reports and deadlines;
• Work in collaboration with DSI to support regional M&E teams in results-based planning and budgeting;
• Review performance of Project data in the respective regions and advise the regional M&E and technical teams accordingly;
• Oversee analysis, documentation and dissemination of activities and accomplishments in the form of reports, publications, and presentations to donors, stakeholders and the international community;
• Liaise with respective Regional M&E Leads to ensure ProDMIS is updated monthly as well as ensuring availability and use of other data management systems (DHIS2, CTC2 Database and Train-Smart);
• Oversee proper documentation of at least 1 success story and support at least 2 abstract preparation;
• Provide technical support through mentorship of regional M&E teams to enable them to monitor data, collect efficiently and utilize it for decision making;
• Ensure routine data quality audits are conducted for all thematic components in the regions and that corrective measures are timely taken in efforts to ensure quality data is shared;
• Ensure that all assignments are conducted in accordance with the Firm’s standard procedures and methodologies and confidentiality is upheld in handling client information;
• Support implementation of mHealth initiatives for the program i.e. SMS reminders, Referral Case Management Application and Sample Tracking System;
• Oversee and support the regional M&E teams to implement their activities within approved budgets and proactively drive cost-cutting measures;
• Perform any other related duties as assigned by the supervisor from time to time.

Qualifications
• Master Degree in Bio-Statistics, Epidemiology, MPH or other related fields;
• A Bachelor’s degree in Statistics, Demography, Nursing, Medicine, Statistics, Social Sciences, Population, Health Informatics or Monitoring & Evaluation or any medical degree;
• A minimum of eight (8) years working experience in data analysis with substantial engagement in health research activities particularly in designing, overseeing fieldwork and report writing, three (3) years of which should be at a managerial level;
• Experience in developing and writing research/ assessment protocols;
• Advanced knowledge on statistical packages (i.e. STATA, SPSS or R);
• Advanced MS Office application and use;
• Good planning and organization skills;
• Experience in KVP interventions is highly desired;
