1. Project background
SNV is implementing the Climate Resilient Agribusiness for Tomorrow (CRAFT) project in partnership with Wageningen University & Research (WUR), the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabo Partnerships. The five-year project which is funded by Netherlands Ministry of Foreign Affairs uses an inclusive business development approach to support the international and Dutch efforts on climate change and sustainable production in arable farming. The programme will work with and through the private sector and support public sector partners in creating an institutional environment for wide- scale adoption of climate smart agriculture (CSA) practices, including more efficient use of water and (renewable) energy sources. The project is driven by 3 pillars:
1) Adoption of CSA practices & technologies in arable crop production farming systems;
2) Acceleration of investments and business growth in selected value chains;
3) Improved enabling environment for scaling out of CSA.

2. Scope of work
Farmer training manuals exist for different crops developed by various organisations and institutions, but many of these manuals are very generic, not updated or customised to specific agro-ecological zones in Tanzania; equally many of them do not capture the risk and opportunities posed by climate change.

The CRAFT project, in an effort to provide appropriate tools for farmers to adapt climate smart farming practices for increased productivity and income in an inclusive and climate resilient way; is seeking the services of a consultant firm to review and develop-without reinventing the wheel- climate smart agriculture training manuals for the following crops: Sunflower, Sorghum, Common beans and Potato (Irish).

The assignment will consist of desk review of the existing farmer training manuals developed by different organisations and institutions and identify climate smartness gaps. The manuals (where applicable) and training aids must incorporate the climate change projections, impacts, risks and opportunities on these value chains for specific geographic regions as provided by CRAFT. 

3. Methodology
The CRAFT team in collaboration with the SNV Procurement committee will lead the identification of potential consulting firms whereby all selection criteria as stipulated in section 10 in this term of reference will be considered.

Upon identification of a successful firm, a briefing meeting will be held whereby the detailed overview of the assignment will be provided for a firm to re-develop the activity plan. During this briefing meeting, CRAFT team composed of CCAFS, WEnR and regional representatives will be invited.

The manuals should include a strong climate smart aspect hence CCAFS is designated to play a vital role in making sure each aspect of climate smart practices and technologies are well addressed. In this regard, the consultant will need to collaborate with CCAFS when developing the content of the manuals.

As CRAFT runs across three countries (Kenya, Tanzania and Uganda), there is need to align the development of the manuals and training aids to avoid duplication and to build upon what is done in the other two countries. CRAFT will ensure that the consultant firm is linked to project teams in Kenya and Uganda.

It will be the task of the consultant firm (with CRAFT support where necessary) to design approaches for engaging public agencies such as universities, research centres and line ministries to allow their buy-in of the developed training manuals. Once representatives from the fore- mentioned agencies are known, the consultant in collaboration with CRAFT will organise a training manual validation workshops (four workshops i.e. one for each value chain) that will also include other actors and stakeholders including farmers and agro input companies. CRAFT will be responsible for the logistical arrangements to organise the validation workshops, but the consultant will be responsible to facilitate the various workshops.

The consultant firm will be required to translate the final approved English training manuals into Swahili in collaboration with BAKITA or any other accredited institute.
With the task force, the consultant firm will forge pathways for making the final English and Swahili manuals be adopted in the national extension services training curriculum. In this case, the consultant firm will be bridging the research/universities and ministries with private partners say CCAFS and SNV. 

4. Scope of work
i. Developing a time-defined proposal of the methodology the consultant aims to use to undertake the exercise.
ii. Reviewing the existing crop production and technology manuals for the following crops – sunflower, common beans, sorghum and potato (Irish) – from different sources e.g. FAO, Ministry of Agriculture, Research institutions, Universities, NGOs.
iii. Collate the existing climate smart agriculture (CSA) manuals (and training aids if available) from different stakeholders (CCADS, FAO, Ministry of Agriculture, NGOs, Universities, etc.) and establish the climate change and climate smart agriculture related knowledge gaps.
iv. Based on the gaps, suggest appropriate CSA content suitable for targeted value chains and agro-ecological zones in consultation with CCAFS and SNV stakeholders.
v. Study the climate information related to the value chains, and incorporate climate projections content in consultation with CCAFS, and climate risk assessment in consultation with Wageningen University & Research (WUR) for the value chains in the training manuals been developed.
vi. Incorporate a gender inclusion/lens module with regards to adoption of the various proposed CSA practices and technologies.
vii. Incorporate a monitoring and evaluation aspect to the manuals.
viii. Work with a book illustrator/graphic designer to develop simplified CSA technical drawings or illustrations to be used as training aid by the TOTs (facilitators guide), extension officers, farmers and other value chain actors.
ix. Coordinate validation workshops for content approval of the developed manuals and training aids 

5. Deliverables.
i. Four (4) validation workshops conducted to present the manuals to government officials and stakeholders to ensure buy in and solicit feedback to be incorporated in the technical manuals. (4 workshop reports)
ii. Four (4) English and Swahili climate smart technical manuals with illustrations
iii. Two (2) separate training aids including a facilitators guide for extension officers and lead farmers for potato and sorghum only. Note that training manuals for common beans and sunflower have been developed already. 

6. Timeframe
The consultant firm is expected to start the assignment on 1 August 2020. All deliverables need to be ready by 31 October 2020. Drafts of the training manuals and training aids can be shared with CRAFT on a rolling basis. 

7. Reporting and supervision 
The consultant firm shall be working hand-to-hand with CRAFT (CCAFS and SNV) and will be reporting directly to SNV Tanzania, SNV-Senior Agronomist, or any designate.

8. Skills and Qualifications
i. Experience in developing agricultural training manuals and aids for small holder farmers in Tanzania using an FFS approach. The consultancy team should demonstrate clear complementarity, a breakdown of days per team member, their main tasks and expected output.
ii. Knowledge of the agricultural systems and agro-ecological zones, and an understanding of and experience with key issues related to agriculture and food security in Tanzania in general.
iii. Strong knowledge and experience on climate smart agricultural practices and technologies, the pros, cons and challenges in adopting them.
iv. Ability to synthesize climate change related information and risks facing agriculture and communicate adaptation strategies and opportunities.
v. Need to have an excellent network to work along side government and other stakeholders to ensure buy in of the developed manuals
vi. Ability to work independently with minimum supervision.
vii. Ability to execute this task within the stipulated time without compromising quality

9. Payment
A down payment of 20% (of the total contract sum) shall be made upon signing the contract, 20% of the total contract amount shall be paid after each technical manual and training aids have been approved by CRAFT. 

10. Submission of the expression of interest (EOI)
Interested organisations or firms are requested to submit:
A) Technical proposal with the following details:
1. Understanding of the assignment and its tasks;
2. Methodology and approach to be used, especially focusing on creating ownership by relevant government institutions and stakeholders;
3. Operational plan with clear timeline; and
4. Outline of the team that will implement the work, including CVs for key personnel and clearly specified roles and time allocation for each team member.
B) Financial proposal (in Tanzanian Shillings) with the following details
Consultancy fees submitted must be inclusive of all taxes- VAT inclusive (please note that under Tanzanian law, a Withholding Tax (WHT) of 5% for national and 15% international is deducted at source and paid directly to TRA). Include a detailed breakdown of days and fees per consultant assigned to this consultancy.
Note: Operational costs related to this assignment (accommodation and per diem, printing of training materials, workshop materials) shall be paid for directly by SNV and should not be included in the budget.
C) A sample of previous work experience carried out by the organisation in developing training manuals preferably in the targeted crops; completed within the last 12 months along with contact details of the responsible person from the organisation in which the similar assignment was done.
D) Past performance – three references
Applicants must prove that they have enough experience in assignments comparable with the work for which they are bidding in terms of scope and complexity. Applicants must prove this experience using only and exactly three references for work undertaken by the organisation they have done in the last two years.
Applicants must provide written proof for each of the references giving at least the following data:
• Name of the contracting company/donor, name of the person who managed the contract for the company/donor and email and telephone numbers for the contact who managed the contract;
• Title of the project or contract or grant and / or the contract/grant number;
• Time and place of execution for the work done;
• Clear des crip tion o f the services provided by the applicant (no more than one page);

• Tax Registration certificate;
• Recent Tax Clearance certificate;
• Business License;
• Company registration.

11. Selection criteia
i. Past Performance : Maximum score 20 – Quality and relevance of previous work conducted by the firm/Organization. Based on references provided by the contracting companies, and a sample of a piece of comparable, previous work completed by the firm within the last 12 months :
ii. Technical Proposal – demonstrating : Maximum score 45
1) a clear understanding of the assignment (Methodology and approach to be used, especially focusing on creating ownership by relevant government institutions and stakeholders)
2) a viable and appropriate methodology, and
3) a realistic operational plan (including with proposed timeline)
iii. Team Composition and structure: Maximum score 25  – Relevance of the proposed team structure to the methodology and the task assigned; Qualifications and relevant experience of the key personnel (CVs)
iv. Financial Proposal: Maximum score 10 – A realistic breakdown of costs required to deliver the assignment that demonstrates value for money (including clear units/unit costs, separating professional fees, per diems and other reimbursable costs).
