Deadline: 15 April 2019
The United States Agency for International Development (USAID) is seeking applications for a cooperative agreement from qualified entities to implement Supporting Emergency Agriculture Design and Standards (SEADS).
As part of USAID/OFDA’s Agriculture and Food Security strategy, OFDA/PSPM aims to support the development and dissemination of Supporting Emergency Agriculture Design and Standards (SEADS), which will provide guidance for designing and implementing agricultural interventions, promote best practices for these interventions, and encourage improved integration of agriculture programming with interventions carried out in other humanitarian sectors. As with LEGS, this guidance is not intended to replace the information provided in Sphere, but instead to augment it with additional information, assessment tools, and case studies to show global applicability.

Program Scope and Objectives
The scope and objectives of the program to be funded under the award resulting from this NFO are to:

  • Produce “Supporting Emergency Agriculture Design and Standards (SEADS)”, using the same consultative process to establish buy-in and acceptance from stakeholders as the Sphere Project and LEGS; and
  • Roll out and disseminate the guidelines for widespread use in the humanitarian community.

Geographic Scope

  • This guidance is intended to be applicable worldwide, so no specific geographic priorities are provided or expected. Case studies included in the guidance should encompass a range of contexts from various countries globally. Plans for roll-out and dissemination should likewise be global in scale.

Funding Information

  • USAID intends to provide US $1.3 million in total USAID funding over a 2-year period.
